The primary purpose of this position is: To serve as a Quality Assurance Inspector/Counselor, inspecting and counseling on inbound and outbound personal property shipments of all modes. To approve/disapprove facilities, equipment and packing and crating services and storage of personal property by Transportation Service Providers (TSP) and contractors.

Duties
Perform on-site inspections of Inbound and Outbound personal property shipments, including household goods, unaccompanied baggage, mobile homes, boats and privately owned vehicles. Outbound Shipments: Inspects personal property shipments to ensure the contractor/agent/TSP has the proper packing material, personnel are qualified, and van and equipment are clean and proper containers arc used for household items.
Performs warehouse inspections. Accompanies Surface Deployment Distribution Command (SODC) personnel to approve new agent facilities to ship and store personal property shipments. Performs re-inspections on semiannual basis to include but not limited to storage practices, cleanliness, fire hazards, qualified personnel and equipment.
Counsels all authorized military and civilian employees of their entitlements for shipment and storage of personal property and privately owned vehicles, including specialized items, to domestic and overseas locations.
Prepares and processes applications for transportation or storage of a wide range of personal property, and privately owned vehicles, including special items, of authorized civilian and military members.
Processes PPM's. Plans and processes PPM incentive for payment through applicable Finance and Accounting Offices. Determines, advises, and consults with the members on personal property needs, considering authorized entitlements and amount of property to be moved.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Standards for Clerical and Administrative Position; Transportation Clerk and Assistant Series 2102
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes: Knowledge of an extensive body of transportation rules, procedures or operations governing entitlements and documentation requirements for domestic or foreign shipments to perform a wide variety of interrelated or nonstandard procedural assignments and resolve a wide range of problems pertaining to the personal property function. Knowledge of transportation instructions and regulations that relate to the movement of a wide range of specialized shipments, such as mobile homes, large boats, and house trailers. Moves of this nature require extensive practical knowledge of the carrier industry, specialized shipment needs, and terminal or storage capabilities to identify the appropriate shipping method, carrier equipment, services, and special handling required. Knowledge of automated transportation systems to reconcile errors that require an understanding of nonstandard transportation procedures or provide subject-matter assistance in the development of automated transportation procedures for clerical operations. Knowledge of basic office automation functions of a limited range, such as storing and retrieving documents or files; printing documents; inserting and deleting text items; producing letters and memorandums; entering data into a predefined spreadsheet; and transmitting and receiving electronic mail. Knowledge to conduct safety inspections in order to qualify carriers for storage of DoD sponsored personal property shipments and knowledge of procedures to handle unusual occurrences. Knowledge to serve as relocation counselors for customers in specific geographic areas. They review travel orders and applicable regulations to determine entitlements and method of travel. They conduct individual or classroom sessions to advise on entitlements, such as allowances for house-hunting trips and temporary quarters, administrative leave, transportation of dependents, reimbursable expenses, relocation services, and paperwork necessary to document travel and substantiate claims for reimbursement or other purposes (e.g., relocation income tax allowance).
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of a wide range of transportation policies, practices, and techniques to include knowledge of
personal property movement, personal property entitlements, carrier industry practices, international, state and local
laws, and operations for shipping and storage within the transportation function.
2. Knowledge of different instructions, regulations, directives, local operating procedures, and governing
entitlements, concerning shipment and storage of personal property in order to run and track a quality program.
3. Knowledge of various office automation software programs, tools, and techniques to support office operations
and produce a variety of documents such as letters, reports, spreadsheets, and databases.
4. Skill in fact-finding, problem analysis, problem resolutions, and development of solid action plans to resolve
problems and respond to a range of questions from customers, government agencies and commercial TSPs.
5. Knowledge of safety and security regulations, practices with the ability to communicate effectively, using tact
and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
