Duties
As a Public Health Advisor you will:
Serve as a principal representative responsible for coordinated controversial, unconventional, or novel public health related matters between and among Federal, local, state, and international agencies addressing public health issues.
Provide substantive program consultation, guidance, and assistance and is responsible for carrying out and promoting significant public health program activities in Federal, local, state, and international settings.
Establish and maintains an integrated system of information gathering and reporting devices and analyzes the data and assesses the program needs in terms of strategies, services, and resources.
Plan and administer a comprehensive public health program, including, but not limited to, service delivery, assessment, surveillance, quality assurance, partnerships and collaborations, outreach, orientation, training, reporting, and program implementation and evaluation.
Advise officials on all aspects of program operations including budget and fiscal matters and legislation and policy.
Plan, implement, and present training systems for health practitioners, researchers, and other professionals.

Minimum Qualifications: GS-11
To qualify at the GS-11 grade level, you must have at least one year of specialized experience at or equivalent to the GS-09 grade level, which must include the following experience: assisting in planning, developing, advising, implementing or evaluating public health programs, such as emergency preparedness, at the local, state or federal level.
OR
Have a Ph.D. or equivalent doctoral degree in a Major study -- public health or other field of study with course work directly related to the work of the position to be filled OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Have a combination of experience and education that meets 100% of the qualification requirements for this position
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Promotion potential: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.
