The ACOS of Primary Care is an expert in clinical practice across the spectrum of care and is tasked with building systems that facilitate the flow of information and care between inpatient and outpatient settings. This role is a leadership position and is responsible for direct oversight and supervision of staff.
Duties
The Associate Chief of Staff (ACOS) Primary care ensures the continuation of comprehensive health care for veteran patients. The scope of care is responsible for Primary Care services, but must also provide indirect oversight for all medical, surgical, and ancillary services provided at this facility.
Directs daily operations to ensure smooth flow and transition of care for the patient. Includes direct supervision of clinical operations to include all Primary Care providers in support of assigned location in the SLCVA Primary Care. Works collaboratively with Nursing, GPM, Business Operations and HAS leadership to ensure efficient and high-quality care.
Ensures Primary Care services, including appropriate consultation services and veteran same day access, shall be available to meet the needs of patients and their physicians. Specific functions shall include identifying potential areas of growth and potential shortfalls of current operations.
FUNCTIONS OR SCOPE OF ASSIGNED DUTIES:
To function effectively in fulfilling the duties and responsibilities, the incumbent, must possess a broad knowledge of clinical medicine, basic medical sciences, clinical laboratory sciences, and operations.
The incumbent needs to have graduated from an accredited PA program and be able to perform and teach all the services required in the practice of Primary Care Medicine as listed below at a minimum:
Medical significance, interpretation, and correlation of patient testing data.
Anatomic Pathology - able to interpret and explain anatomic pathology results as appropriate.
Consultations - Able to provide consultations for patients, instructing providers as appropriate.
Medical Staff Privileges - As applicable, serve as an active member of the medical staff for those facilities served.
Standards of Performance - Define, implement, and monitor standards of performance in quality control, quality improvement, and cost-effectiveness of the Primary Care Service as appropriate or at the direction of medical director or designee.
Quality Improvement Responsibilities - Assume responsibility for implementation of the quality improvement plan.
Personnel - Ensure that there are sufficient qualified personnel with adequate documented training and experience to meet the needs of the Primary Care service.
Strategic Planning - Perform planning for setting goals and developing and allocating resources appropriate to the medical environment.
Educational Responsibilities -Participate in educational programs of the institution.
Safety - Implement a safe clinical environment in compliance with good practice and applicable regulations.
Procedures- additional procedures to include Women's Health, Routine Primary Care Dermatology or Orthopedic Procedures outside of normal scope of practice and approved through the Medical Staff Executive Board and other applicable committees
Monitors and implements plans to improve clinical measures in Primary Care
Directly supervises Primary Care providers.
Supervisory duties to include conducting proficiencies, chart reviews, writing scopes of practice, and corrective action as needed.
Educates staff on PACT principles and works to improve clinic efficiency.
Serves on committees representing the Primary Care Service Line.
Responds to action items and patient concerns in a timely manner in proper format

Qualifications

Physician Assistant Basic Requirements
Master's degree in any discipline or a bachelor's degree in any discipline with one year of experience as a Physician Assistant ~AND~
Successfully passed the PA National Certifying Exam (PANCE) (or are you in the process to taking the exam) ~AND~
Currently hold, or will hold, a full and unrestricted license to practice in a State, Territory, or Commonwealth of the United States or in the District of Columbia.
Requirement for continuing active, current licensure.
Grade Determinations:
Physician Assistant-IV (PA-IV). Positions may include but are not limited to: Facility or Veterans Integrated Service Network (VISN) Lead PA, Facility PA Education Lead, PA Residency Program Director, or other Clinical and/or Administrative leadership assignments.
(a) PA (Facility Lead). Facility lead PAs have a thorough understanding of the various functions involved in the care of patients, and the ability to interact effectively with different medical and surgical specialists, health care team members, and administrative staff. Facility lead PAs have the knowledge and expertise pertaining to PA employment, credentialing, clinical practice, and appropriate utilizations of PAs. A lead PA can monitor patient care operations, polices, and work performance of fellow PAs.
i. Experience. PA facility leads require five years of experience, which includes progressively responsible leadership assignments, such as serving on any local committees, workgroups, or taskforces. The PA may exhibit knowledge of PA VHA employment and utilization of PAs through demonstrative actions as a facility point of contact (POC) for PA issues, policies, and directives.
ii. Demonstrated Knowledge, Skills, and Abilities. PAs at this level are not required to meet each individual KSA listed below to qualify, but should be able to demonstrate, develop, or acquire those not met upon appointment for PA-IV:
a. Ability to provide clinically and occupationally focused orientation to new PA appointees and mentoring other PA staff members.
b. Knowledge of the FPPE and OPPE processes to evaluate and assess patient care services provided by PA staff.
c. Knowledge of the educational needs of PAs.
d. Ability to provide leadership and clinical oversight of PAs at the facility.
e. Ability to exercise independent judgment, perform tasks involving special technical, supervisory, or administrative lines.
f. Ability to communicate effectively with a diverse group of professional clinical staff.
