Duties

Perform a variety of journeyman level power systems control duties for dams, hydroelectric power plants, and related facilities. Direct activities on his/her shift and provides technical direction to a Control Center Operator, Apprentice or Senior Control Center Operator assigned to the shift. Work with Power System Dispatcher and water authorities to accomplish overall operation of the power and water system with individual responsibility for control of power plants and water release equipment. Perform operations by centralized or local control. Operate main hydroelectric generating units by starting, stopping and otherwise controlling as necessary to meet water or power requirements. Operate station service boards, auxiliary equipment and water release equipment as necessary to meet system and plant requirements. Maintain required system voltage and reactive control by operation of Digital Excitation Systems. Direct, prepare and perform switching and tagging operations to accomplish and issue clearances, hot line orders, general switching and special conditions on all delegated facilities. Switching is prepared and checked for correctness and compliance with operating procedures and Facilities Instruction Standards and Techniques 1-1 (F.I.S.T. 1-1) and Facility Hazardous Energy Control Program. Coordinate source of power clearances with System Dispatcher and System Transmission Operators. Receive clearance requests and determines whether or not equipment can be removed from service. Perform or direct emergency switching in accordance with Standing Operating Procedures and Emergency Preparedness Plans. PHYSICAL EFFORT Exerts moderately heavy physical effort which includes lifting and carrying items weighing 50 pounds, with occasional lifting up to 100 pounds. Climbing ladders and stairs, walking, standing, kneeling, crawling, or bending for long periods of time may be required in performing duties. WORKING CONDITIONS The work is accomplished in and around dams, power plants, and related facilities with exposure to high levels of noise, moving parts, hazardous materials, and electrical hazards. Work is also performed outside under prevailing weather and terrain conditions. Some work assignments are performed in confined spaces, closed and restricted quarters, and at substantial heights. May be required to work at CRT screens for long periods.

Qualifications

This position has a requirement to have completed this apprenticeship. This is a journey-level Control Center Operator for high voltage power systems and is an occupation for which a 4-year (8,000 hours) apprenticeship program has been established between the Bureau of Reclamation, Upper Colorado Region, and the Department of Labor. Applicants should have completed a formal apprentice program in Control Center Operations, or equivalent apprentice program; or possess journey-level control center operator experience in power generating systems supplemented by formal training and college level/technical course work (military or technical trade schools) which provided knowledge of and competency in control center operator trade practices. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. Minimum qualifications for trades and labor positions are determined by evaluation of job elements. Applicants must meet at least 2 points on the screen-out element(s) and obtain an average of at least 2 points on all of the job elements in order to be considered qualified for this position. Ability to Lead or Supervise (Screen-Out). Ability to Interpret Instructions, Specification, etc. (includes blueprint reading) Dexterity and Safety Knowledge of Equipment Assembly, Installation, Repair, etc. Operation of Hydroelectric Power Equipment Technical Practices (theoretical, precise, artistic) Use of Measuring Instruments Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 09/09/2024.
