This position serves as the Regional Housing Manager, Mid-Atlantic, Regional Housing Department. Regional Housing supports the military and civilian housing requirements for personnel assigned to the Mid-Atlantic region.

Duties

A. SUPERVISORY WORK: 50% Directs and supervises the performance of the Housing Program and the staffs. Establishes priorities and guides staff in the development of policies, methods and participates in developing and executing recruitment and training strategies, assessing technical competencies and delivering training related to maintaining and enhancing human resource programs. Directs, coordinates, and oversees work/program efforts through the subordinate Branch Heads and site managers. Exercises significant responsibilities in dealing with officials of other units or organizations, or in advising management officials of higher rank. Assures reasonable equity (among units, groups, teams, projects, etc.) of performance standards and rating techniques developed by subordinates or assuring comparable equity In the assessment by subordinates of the adequacy of contractor capabilities or of contactor completed work. Makes decisions on work problems presented by subordinate supervisors, team leaders, or similar personnel, or by contractors. Evaluates subordinate supervisors or leaders and serving as the reviewing official on evaluations of indirectly supervised employees rated by subordinate supervisors. Approves selections for subordinate nonsupervisory positions. Recommends selections for subordinate supervisory positions and for work leader, group leader, or project director positions responsible for coordinating the work of others, and similar positions. Hears and resolves group grievances or serious employee complaints. Reviews and approves serious disciplinary complaints. Reviews and approves serious disciplinary actions (e.g., suspensions,) involving nonsupervisory subordinates. Makes decisions on non-routine, costly, or controversial training needs and training requests related to employees of the unit. B. PERSONAL WORK:50% Incumbent is responsible for coordinating and executing all initiatives required by higher authority. Incumbent establishes priorities and guides staff in the development of policies, methodologies, and operating procedures for accomplishing the program's mission. Serves as a link to CNRMA and CNIC for the Housing business line for program development, policies and performance. Incumbent determines workload and budget requirements for the Housing Program on an annual basis, submitting changes as necessary in personnel, workload, travel or other requirements. Oversees the development of a long-range organization work plan for the entire program. Establishes and Justifies staffing requirements and program funds for training, equipment and other support costs. Responsible for budget execution management, including performance reporting and business line metrics to CNIC. Directs changes in plans as necessitated by changes in program emphasis, unforeseen requirements or funding availability. assuring that these changes are in consonance with overall requirements for maintaining program progress and response to clients' needs. Provides interpretation of regulatory material as required. Many major decisions must be based upon the professional, technical, and administrative ability of the incumbent where there are no guides, fixed rules or precedents to follow. Functions performed are extremely complex and broad which involve developing policy, standards, and procedures in undefined and evolving subject matters, with changing rules, competing Interests, and limited funds. The incumbent serves as the primary spokesperson to interface between installation management, higher authority with the DON, the PPV Business Entity, and tenants. Serves as the head of the Member Advisory Group (MAG), the purpose of which is to keep the DON Representative fully informed on all financial and property management aspects of the PPV business entity, thereby enabling the DON Representative to serve effectively as a Director on the PPV corporate board. The incumbent is responsible for ensuring the DON Representative is apprised of the status of military members occupying PPV housing, the fiscal health of the business entity, the long-term projections for capital Improvements, the management of the operation and maintenance budget, the evaluation of incentive payments, the performance of the property management contractor. and numerous other commercial residential real estate functions that make up the PPV business entity. Participates in the review of the annual budget and long­ term capital improvement plans. Oversees the coordination and scheduling of repair, renovation, and other work on PPV housing to ensure that the loss of rental income is minimized during work periods. Analyzes detailed financial, project, and tenant information and identifies trends and/or anomalies to ensure the financial health of the PPY project and the continued welfare of the service members and their families. Monitors trends and reports those applicable to PPV units.

Qualifications

Skill in applying knowledge to provide Interpretation, guidance, and policy change recommendations for efficient program execution. Expert knowledge and skill in the latest housing management concepts and techniques to develop/implement housing policies and procedures, research and analyze management concepts, extend existing principles to new and unusual applications conduct studies to develop management criteria, and prepare and present advisory materials on matters of regional Importance to higher level management officials. Extensive and in-depth knowledge of regional housing trends and market acceptability concerning such factors as design features, labor and material costs, availability and acceptability of sites, construction methods, aesthetic requirements and supply-demand parameters to analyze and determine the feasibility of proposed projects, develop recommendations for changes or improvements for use or local authorities, and perform centralized consulting and advisory services for agency specialists and regional and local housing representatives. Mastery of preparation and delivery of oral and written presentations to higher authority and knowledge of correspondence management to develop flag level presentations, synopsize issues for senior level management decision-making on a variety of operational matters. Skill in communicating, both orally and un writing, and possessing a high degree of competence in dealing with all levels of personnel. Extensive experience In producing completed staff work and in conducting effective meetings. Skills in techniques of persuasive arguments, reconciliation of differing interests Into consensus, public speaking, and briefing are critical. Demonstrates experience in DoD and other executive department officials or staffs on program matters in order to explain and promote programs or to delineate problems in- impacting Navy operations. Ability to manage/supervise staff by making work assignments, determining work priorities, providing guidance and assistance on more difficult and complex problems, etc. Expert knowledge of negotiating with persuasive arguments and reconciling differing interests into consensus. Must apply state of the art management techniques in guiding, motivating, and directing large groups of people, optimizing performance and Improving group productivity, resolving personal and organizational conflicts and leading executive and political level policy makers on program issues. Demonstrates significant ability to resolve problems/conflicts, within and among the execution platforms. Incumbent may participate or lead the negotiations with senior and executive decision makers associated with contractors, regulatory agencies or other organizations on very significant, political. and highly complex matters. Skill and ability in directing, guiding, motivating, coordinating and tracking the work of professionals at 24 locations, and skill in providing effective and constructive feedback for continuous improvement In performance Is crucial. Abilities in guiding, motivating, and coordinating the work of professionals in a matrix organization are essential. Skill in developing and offering effective, constructive, employee and team feedback for improving performance is critical.
