This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STEM positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located at Fort Bliss, TX.

Duties

Serves as an Environmental Engineer or Physical Scientist for the Directorate of Public Works (DPW) provides insight on which new environmental projects to bring on line, evaluates existing projects to continue, how to phase these projects for planning, design and construction. Reviews short- and long-term planning and budgeting for areas of responsibility Provides expert advice and technical assistance in the formulation of the installation command policies and procedures that are necessary for the planning and execution of assigned environmental quality programs. Identifies, defines, and resolves major problems encountered during the planning/execution phase of installation projects which may adversely impact upon water, air and other natural resources.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance
  • Appointment to this position is subject to a one-year probationary period.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Physical Scientist: A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized experience for the GS-12 grade level: assisting in overseeing environmental programs to verify compliance with Federal and State regulations; (2) coordinating with environmental counterparts to research and resolve issues related to implementation of actions to remediate past environmental contamination, analyze data, and review monitoring reports; 3) recommending strategies to implement environmental requirements to resolve contamination including contaminants of emerging concern within assigned programs; AND 4) preforming environmental investigations to address cleanup strategies for the prevention of contaminated future sites.
