This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The incumbent serves as the Security Specialist for the Joint Program Executive Office and is responsible for the planning, development, management, and direction of the complete range of security programs and all aspects of assigned security programs.
Duties
PERSONNEL SECURITY: Provides authoritative information and assistance to senior leadership on personnel security policies and related issues, and manages all personnel security areas including program access requests, clearances, courier authorizations, badges, passports, identification cards, etc.
FOREIGN DISCLOSURE: Provide security support to include Foreign Disclosure, Information Security, and Personnel Security.
INFORMATION SECURITY: Maintains continuing responsibility for the development, installation, and management of effective information security. The incumbent advises on procedures governing classification, declassification, downgrading, and safeguarding of national security information to include special access programs.
Requirements
- One year trial period may be required.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a Secret Security Clearance.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position requires occasional TDY.

You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience is defined as having one year of the following experience at the next lower grade or pay band level in the Federal Service;
1. Managing Foreign Disclosure and security programs;
2. Developing security plans/ procedures for handling, safeguarding, transmission, receipt, and generation of classified information; AND
3. Processing Requests for Information (RFIs)and Foreign Visit Requests (FVRs) from foreign embassies
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
