The primary purpose of this position is to oversee the operations of the Emergency Communications Center (ECC). To serve as the primary supervisor and manager of the installations Public Safety Answering Point a centralized 24 hours, 7 days a week, 365 days a year emergency communications control center responsible for receiving NexGen-911 calls, and other functions.
Duties
Exercises supervisory personnel management of the ECC Dispatchers. Plans and assigns work to be accomplished by subordinates based on priorities and deadlines, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Participates in the planning and administration of an Emergency Communications Center (ECC). Plans, organizes and directs activities of the ECC ensuring that section work complies with legal and regulatory requirements, meets performance standards and customer service needs.
Monitors, trains and performs duties as an ECC Dispatcher. Monitors current dispatchers while also training others and operates installation-wide central alarms system receiving equipment (fire, security, video, and other systems or devices) critical to personnel health, safety, and resource protection requirements.
Represents the organization with a variety of on/off installation and functional area organizations. Establishes, develops, and maintains effective working relationships with Federal, DoD, State and County Public Safety Answering Point (PSAP) managers and policy makers.
Provides NexGen 911 call and ECC dispatching services. Determines the nature of the emergency in accordance with established guidelines.
Maintains operational capability and ensures serviceability of all associated ECC equipment: Tests and evaluates the operations of emergency radio systems, NexGen-911 telephone system, and direct emergency and nonemergency telephone lines from the activities serviced.

- Must communicate clearly without impediment and remain calm during stressful emergency situations. Must participate in all training management directed programs.
- A pre-employment physical examination will be required.
- Employee must wear designated uniform and an initial and annual uniform allowance will be provided.
- Must be able to obtain and maintain a Secret Security Clearance.
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Support Position, Dispatching Series, 2151.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of DOD and Air Force safety and security policies, procedures, and practices. May also require knowledge of safeguarding classified materials, law enforcement sensitive, Health Information Protection Act, Privacy Act and other controlled information. Knowledgeable of fire and emergency services delivery: call taking, dispatching, command and control, non-emergency services, etc. Knowledge of general equipment resource and unit level program management.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Direct skill in providing/overseeing operating, testing, and conducting operator-level troubleshooting of equipment/devices, such as computers, land-mobile radios, multiline telephones, voice recorders, printers, facsimile systems. A qualified technician is not required. Skill in providing/overseeing performing basic computer operations to input, changes, retrieves and track information in an Emergency Communication service setting. This includes word processing, common office software programs. A qualified typist is not required, but proficient typing skill preferred.
Ability to multi-task and prioritize work under stressful conditions in an Emergency Communications setting. Skill in providing and overseeing customer service in Emergency Communications services functions.
Skill to work independently without direct supervision and effectively coordinate across functional areas. Skill in monitoring and operating installation-wide central alarms system receiving equipment (fire, security, video and other systems or devices).
Ability to work well with co-workers, supervisors, and managers. Skilled in overseeing the monitoring, operating, and receiving information over Public Safety Answering Point (PSAP) communications equipment via a variety of emergency 9-1-1 reporting systems. (Direct experience preferred)

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
