You will serve as a TRAFFIC MANAGEMENT SPECIALIST in the ORDNANCE SUPPORT DIVISION of NMCLANT DET PATUXENT RIVER MD.

Duties

You will perform the full range of traffic management functions including physical shipment of materials. You will perform independently analytical studies. You will analyze problems involved in traffic management operations. You will determine the carrier and compare costs in order to select the most efficient and economical for motor, rail freight forwarder, and air shipment of explosives. You will classify all domestics and export shipments moving commercially by air, water, rail and/or motor vehicle. You will either accept or reject carrier equipment prior to loading, and act as final releasing authority for loaded equipment. You will monitor newly established procedures and ensure that correct classification and shipping procedures are implemented.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Ability to obtain official training as an Explosive Driver Instructor course IAW NAVSEA OP 5, NAVSEA SWO23-AH-WHM-0I0 qualification to instruct an Explosive Driver course and qualify as an Instructor Explosive Forklift Instructor Course.
  • Incumbent must attend and successfully complete a formal accredited course in the handling, transportation and certification of hazardous materials and a course in the inspection of motor vehicles and railcars.
  • Incumbent must attend and successfully complete a refresher course every two years.
  • This position may be required to support surge operations and contingencies.
  • Incumbent may be required to handle conventional ammunition, ammunition components, explosives and related hazardous material and as such requires certification IAW OPNAV 8023.24 series "Ammunition and Explosive Qualification Certification Program”.
  • Incumbent must be able to pass a physical examination for explosives operations personnel every two years until age 60, annually thereafter.

Qualifications

GS-09 To qualify for the TRAFFIC MANAGEMENT SPECIALIST, GS-2130-09, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in monitoring newly established procedures and ensuring that correct classification and shipping procedures are implemented. Experience in analyzing and determining the requirements for special movements of materials which have hazard, secrecy, special qualities or great urgency in shipment. Experience in performing analytical studies independently to eliminate problem areas while perfecting and developing new management information to enhance traffic management efficiency, and maximum economy of operation. Experience in determining the carrier and comparing costs in order to select the most efficient and economical, or expeditious method of shipment, for motor, rail, freight, forwarder, and air shipment of explosives, other hazardous materials, and inert items. Specialized experience must demonstrate the following: Experience assisting with traffic management and transportation of materials. Experience assisting with the development of loading plans. Experience applying transportation regulations to assist with analysis of problems. Experience applying ammunition directives, manuals and regulations. Successful completion of two full years of progressively higher level graduate education leading to a master's degree in accounting, business administration, business or commercial law, commerce, economics, engineering finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
OR
