This position is located in the State Office of USDA/Rural Development (RD). The incumbent serves as Supervisory Loan Specialist (Commercial) for the Community Programs Staff. The incumbent is primarily responsible for program delivery, planning, policy development, administration, coordination and evaluation of the full scope of activities related to the State's water & waste and community facilities loan, grant, and loan guarantee programs This is NOT a remote position.

Duties

Serves as the state’s authority in Business and Cooperative Program policies and activities. Develops and makes policy decisions that will be in the best interest of the Business and Cooperative Program. Provides policy updates and training in business program law and regulation, credit counseling and loan and grant processing. Develops partnerships with other Agencies, State and local governments and private lenders to create and retain rural businesses. Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade. (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level.) GS-13 level: Applicants must have one (1) year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates: Experience planning, directing, coordinating, executing, and evaluating program activities related to the business, commercial and/or cooperative development loan, grant, and/or loan guarantee programs (i.e., processing loans and grants and servicing existing borrowers). Experience providing policy updates training in business program law, regulation, credit counseling, customer service, loan processing and/or grant processing through training sessions and development of procedures. Experience establishing priorities, evaluating performance, and/or advising employees on administrative and work-related matters.
