This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network 6 (VISN 6), at the Durham VA Medical Center (VAMC), located in Durham, North Carolina, within the Surgical Service.
Duties
Major duties include, but are not limited to:
Manages and coordinates the administrative functions of the GSU, URO, and VAS Surgery Service Sections.
Assists with the development of strategic planning for short and long term medical administrative needs of sub-specialized Surgical Service Sections.
Develops budget data and justification(s) for final review and approval by the Senior AO.
Administers space and equipment programs/requirements and ensures compliance with equipment and space policies and procedures.
Discusses, investigates, and responds to employee grievances and dissatisfactions in order to resolve conflicts.
Assists Surgical Leadership personnel and staff members in projecting staffing needs, writing position descriptions (PDs), developing job analyses, preparing performance plans and appraisals, and drafting disciplinary and adverse actions.
Serves as a timecard approving official for T&Ls assigned to the GSU, URO, and VAS Surgery Service sections.
Monitors and conducts audits in order to ensure compliance with Part-time Physician Time & Attendance rules/regulations, Medical Record documentation rules/regulations, and Resident Supervision requirements.
Ensures the accountability and control of government equipment and property, which includes IT equipment.
Ensures that staff apply outpatient practice management principles in order to maximize the productivity and efficiency of outpatient services.
Serves on the following councils, committees, and work groups, as required: the Practice Management Committee, the Surgical Workgroup Committee, the VA-Duke Workgroup, the Management of Information Committee, and the Space Committee. This position will be responsible for serving as a recorder for select committees and disseminating committee agendas and minutes.
Serves as the alternate Contract Officer Representative (COR) for the Surgery Service.
Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of office management or program management that involves planning, staffing, directing, and/or budgeting; coordinating administrative support activities (i.e., approve meeting minutes and agendas, etc.); monitoring/tracking programs or processes; and assisting with resource management responsibilities (i.e., allocating space, time, equipment for daily use of staff, etc.). NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's degree.

Physical Requirements: The work of this position is primarily sedentary in nature and may normally be accomplished while seated comfortably. Occasionally, short periods of walking, bending, and standing will be required. The lifting of light objects such as books, papers, and files will also occasionally be required. The work does not require any special physical demands.
