The primary purpose of this position, COMPOSITE/PLASTIC FABRICATOR LEADER, WL-4352-11 is to lead 3 or more workers to accomplish trades and/or labor work on a substantially full time and continuing basis. Leader is responsible to both perform the work assigned by a supervisor and ensures that subordinates completed assigned work consistent with trades and labor standards.

Duties

Lead a team of trades and/or labor workers. Perform nonsupervisory trades and/or labor work that is usually of the same kind and level as members of the work crew led. Repair, modify, and manufacture honeycomb adhesive bonded advanced composite structures that have contours that must be re-established or that require the manufacture of a modification using the available part, pattern, or material. Plan and lay out work from blueprints, sketches, drawings, automated ultrasonic inspection results, manufacturer specifications, and verbal instructions from design engineers to repair or manufacture advanced composite components.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WL-4300 Pliable Materials Work Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is: Ability To Lead Or Supervise. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. PHYSICAL DEMANDS: Work encompasses standing, bending, stooping, stretching and working in strained and cramped conditions. Frequently handles, lifts, and carries items weighing up to 25 pounds and occasionally lifts and moves heavier items with assistance from others or with weightlifting equipment. May be required to uncrate or load and move metal/composite parts and other repair items. WORKING CONDITIONS: Works both inside and outside and is subjected to noise and vibration from shop machines, high temperatures from curing ovens and heat lamps and to a variety of weather conditions. Work conditions frequently include exposure to dust, fumes, and toxic and/or potentially flammable and explosive chemicals that can cause skin, eye, and lung irritations. Employee may also be exposed to injury while operating machines and power tools. Required to wear safety glasses, hearing protection and other personal protective equipment (PPE) when performing duties.
