This position is in the Bureau of Administration, Office of Logistics Management, Office of Logistics Operations, Travel Management and Policy Division (A/LM/OPS/TMP).
Duties
Spearheads the implementation of ETS next within the agency, ensuring alignment with organizational goals, policies, and objectives. Develop a comprehensive implementation plan, including timelines, milestones, and resource allocation.
Serves as a primary liaison and advisor to domestic and overseas travel agencies, agents, and regional travel management centers located in key international hubs such as Pretoria, South Africa; Frankfurt, Germany; and Dubai, United Arab Emirates
Explains complex travel policies, issues and positions to senior departmental and USG officials, as well as staff as needed. Travels domestically and internationally to advise and consult with private industry and government officials.
Advises on a broad range of policies, issues, regulations, and management systems,
resolves conflicting requirements.
Ensures compliance and performance standards are met, thru the Travel Management Services Contract supporting U.S. embassies, consulates, and missions spanning Europe, Asia, the Pacific, the Near, Middle and Far East, Western Hemisphere, and Africa.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience utilizing a global Travel Management Center, or similar program
Experience with conducting workforce analysis studies to guide management decisions involving resource utilization and determination of staffing level requirements.
Experience serving as a primary liaison and advisor to domestic and overseas travel agencies.
There is no substitute of education for specialized experience for the GS-14 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

SELECTIVE PLACEMENT FACTOR:
