Duties

Plans, manages, and performs the independent testing, analysis, evaluation, and validation of new and changes to existing automated finance and travel systems. Evaluates system-input procedures, outputs, and operations for efficiency, accuracy, and containment of internal controls. Develops and coordinates test plans, test designs, and test scenarios sufficient to minimize the level of risk. Recommends and implements change in testing procedures and software to enhance the efficiency and effectiveness of testing.

Qualifications

This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement. Human Resources will determine your qualifications for each entry grade level based on your interest and the additional following criteria. Combinations of education and experience may also be sufficient. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Writing system requirements for automated financial systems from system change requests and user-provided deficiency reports; evaluating and interpreting financial policies, regulations, and statutes; providing test results from software to determine functionality; ability to assist developers with correcting errors, validating applications are built correctly, and managing project demands; and designing automated systems using appropriate financial methods, principles, techniques, policies, and regulations. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
