This position is located in Fraud Detection & National Security Directorate, HQFDNS, Intelligence Division. As an Immigration Officer, you will provide guidance, conduct research for the purpose of enhancing current policies and procedures, and identify, articulate, and pursue suspected immigration benefit fraud.

Duties

The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. Perform anti-fraud, public safety and National Security-related duties consistent with the national effort directed by USCIS’ Fraud Detection and National Security Directorate. Performs investigative functions to safeguard the immigration system by conducting extensive screening and vetting inquiries and detailed research and analysis. Work directly with internal and external partners, including USCIS adjudicators, law enforcement agencies, prosecutors, and intelligence agencies. Plans, organizes, and coordinates briefings and information exchange-related programs and projects. Coordinates, performs studies, and conducts research in order to develop policies, criteria, methods, and techniques for the resolution of advanced program problems.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 09/02/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 09/02/2024. GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Coordinate and collaborate on anti-fraud and law enforcement check policies, procedures, systems, and other operational aspects. Develop concept and position papers designed to enhance a variety of policies, procedures, and projects. Serve as a liaison and collaborating with a variety of internal and external Department of Homeland Security entities regarding national policies and procedures. Evaluate new and/or proposed changes to regulatory or law enforcement programs. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Review and analyzing anti-fraud and law enforcement check policies, procedures, systems, and other operational aspects. Coordinate, performing studies, and conducting research in order to develop policies, criteria, methods, and techniques for the resolution of advanced program problems. Develop and maintaining relationships with various stakeholders in the Federal government and state and local law enforcement agencies. Plan, organize, and coordinate briefings and information exchange-related programs and projects. Coordinate task force and other working groups and other activities on behalf of the agency. Education

EDUCATIONAL SUBSTITUTION: There is no educational substitution at these grade levels.

Training: If you have not already done so, you will be required to attend the residential, paid FDNS Officer Basic Training course. Additionally, if you have not already done so, you will be required to attend the residential, paid USCIS BASIC Officer training program, lasting six weeks, at a USCIS training facility. Both trainings must be successfully completed according to the standards of the agency. Failure to do so will be grounds for mandatory removal from the position. Such failure will result in either reassignment to a different position, demotion or separation by appropriate procedures.
