The Office of Surface Mining Reclamation and Enforcement (OSMRE) is a bureau within the United States Department of the Interior. OSMRE is responsible for establishing a nationwide program to protect society and the environment from the adverse effects of surface coal mining operations, under which OSMRE is charged with balancing the nation's need for continued domestic coal production with protection of the environment.
Duties
This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement (OSMRE), Technical Support Division, Technical Services Branch in Alton, IL.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Plans, develops, directs, and prepares procedures, policies, and protocols for engineering studies and special projects that require advanced engineering analysis.
2. Provides technical reviews, peer reviews, permit reviews, and checking of bond estimates, designs, drawings, engineering analysis, technical documents, specifications, and contract correspondence to ensure documents and supporting information are accurate and complete by following quality assurance procedures.
3. Directs final review of technical documents or reports such as bond estimates, memorandums, engineering study analyses and results, correspondence, publications, design criteria, calculations, design summaries, design standards, designer's operating criteria, operating procedures, evaluation and oversight reports, value studies reports, inspection and assessment reviews, environmental impact assessments, permit applications, and emergency action plans work flow and activities.
4. Makes oral presentations of technical documentation for decision-making purposes requested by senior leadership, program officials, stakeholders at coordination meetings.
5. Formulates technical briefings in support of enforcement activities as a part of Federal oversight on regulatory programs.
6. Provides specialized expert advice and highly-authoritative recommendations regarding OSMRE's oversight of the State Regulatory Authority and the implementation of the Regulatory and Abandoned Mine Land programs
OSMRE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Travel: You may be expected to travel for site visits, meetings, training, and conferences.
Drivers License Requirement: You may be required to operate a motor vehicle while traveling; therefore you must possess a valid state driver's license.
Physical Requirements/Medical Requirements: The work regularly combines both office and field assignments. Field work requires physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, crawling, and climbing such as in regular and periodic construction activities and field inspections. Work may also include frequent lifting of moderately heavy items weighing less than 50 pounds. Field assignments may also involve driving motor vehicles to work sites (requiring a valid Driver's License), some of which may be remote, and include overnight stays in remote locations.
Work Environment: The work is usually performed in an office setting. However, work time may also be spent periodically visiting field sites. Field site visits are typically performed in either an outdoor setting subject to adverse weather conditions, hazardous terrain, possibly dangerous animals or reptiles, poisonous plants, insects, and safety hazards associated with working around complex features and/or construction subject to noise, fumes, and moving machinery. Both settings require the use of personal protective equipment. Safety precautions and protocols are observed at all times and the incumbent complies with safety instructions and regulations and ensures individual and others' safety by promptly reporting unsafe acts, unsafe conditions, and accidents to the supervisor.
Salary Range Information:
GS-13: ($105,896- $137,669) per annum.
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying.

Individual Occupational Requirements
(1) Basic Educational Requirements:
To be eligible for this position, you must meet either A or B below for the series to which you are applying.
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

(2) Specialized Experience
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Independently managing a technical team related to surface or underground coal mining operations.
2. Applying engineering principals in areas such as design, constructions, closure and reclamation of coal mining facilities, including waste impoundments and mine shafts.
3. Performing engineering services for coal mining operations such as: underground, surface, and auger/highwall mining.
4. Performing engineering analysis to cost estimate for reclamation of active and abandoned coal mine operations.
5. Preparing detailed written assessments, reports, letters, or technical documents accessible by a diverse range of audiences.
