The Office of Clean Energy Demonstrations (OCED) is seeking an Accountant to provide support to the DOE Office of Clean Energy Demonstrations (OCED) leadership, OCED managers, Deputy Director for Contracts and Awards, and Financial and Procurement Support Team.
Duties
This series covers positions managing, supervising, leading, and/or performing administrative and management work.
Requirements

- Positions may be filled as permanent, term, or temporary with a full-time or part-time work schedule. Pay will vary by geographic location.
- The vacancies filled through these appointments have varying levels of background investigative requirements, up to a Top Secret DOE "Q" clearance.
- These positions are to be filled under the Infrastructure Investment and Jobs Act, Inflation Reduction Act or Scientific, Technical, Engineering and Mathematics (STEM) direct hire authority.
- Positions may be covered by a bargaining unit. Bargaining unit will vary by departmental element, grade, and/or location.
Qualifications
You must meet the Basic Education Requirement listed in the "Education Requirements" section and the "Specialized Experience" to qualify for this series as described below.
SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-09: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
Researching, analyzing, and processing information related to accounting transactions/events to ensure completeness and accuracy of data.
OR EDUCATION: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. OR COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-11: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
Researching, analyzing, and processing information related to accounting transactions/events to ensure completeness and accuracy of data. AND
Preparing inputs, reviewing, and reconciling financial statements and other reports to meet reporting requirements and to support management decisions
OR EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.OR COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
All grades for the 0510 series have a positive education requirement that must be met.
You MUST submit at least one of the following:
- Copy of your Transcripts or equivalent; OR
- Certificate as Certified Public Accountant (CPA); OR
- Certified Internal Auditor (CIA)
Position/Series Education Requirements is:
A. Successful completion of a full 4-year course of study in an accredited college or university leading to a Bachelor's degree or higher in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting/auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant/auditor.")
OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
OR
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
OR
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours (THIS MAY NOT INCLUDE BUSINESS LAW CREDITS), but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that:
(a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;
(b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A;
AND
(c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
Education must be obtained from an accredited institution recognized by the U.S. Department of Education. Foreign education must be reviewed by an organization recognized by the U.S. Department of Education. Since this position does have a positive education requirement.You MUST provide documentation supporting any education claims in your application. This documentation can include unofficial transcripts or any report listing institution, course title, credits earned and final grade.
