Duties

We are seeking candidates with expertise in current wind engineering practices, windstorm processes and measurements, and wind mitigation, as well as familiarity or expertise within one or more of the following technical areas: Computational fluid dynamics with applications to wind engineering. Hurricane or severe convective storm risk modeling for buildings or infrastructure. Hurricane, tornado, and straight-line wind loading. Field instrumentation and measurements for hurricanes, tornadoes, severe convective storms, and/or wind-driven wildfire. Structural damage analysis or modeling. Wind mitigation techniques. Building codes and standards, and the response of structures and infrastructure to hurricane, tornadic, and straight-line winds. Community resilience and emergency response. Knowledge of policy and federal programs. If selected, you will also collaborate closely with NIST's Disaster and Failure Studies Program. You will contribute to expanding NIST's research on windstorm hazards and may participate in future event studies. Key responsibilities include: Implement the NWIRP Strategic Plan and lead the Windstorm Working Group. Reporting NWIRP activities to Congress biennially. Organizing NWIRP Interagency Coordinating Committee annual meetings comprised of agency principals. Collaborate across NIST programs and divisions. Coordinating windstorm investigations with federal agencies and other stakeholders. Disseminating research findings through media, conference presentations, authoritative journal papers, and reports. Contributing to the development of codes and standards for building resilience against windstorm hazards.

Qualifications

Basic Requirements: Degree in meteorology, atmospheric science, or other natural science major that included: At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of all of the following: Six semester hours of atmospheric dynamics and thermodynamics* Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale) Three semester hours of physical meteorology Two semester hours of remote sensing of the atmosphere and/or instrumentation. Six semester hours of physics, with at least one course that includes laboratory sessions.* Three semester hours of ordinary differential equations.* At least nine semester hours of coursework appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science. Note: There is a prerequisite or corequisite of calculus for course work in atmospheric dynamics and thermodynamics, physics, and differential equations. Calculus courses must be appropriate for a physical science major. OR Combination of education and experience: Course work as shown in A above, plus appropriate experience or additional education. In addition to the basic requirements listed above, applicants must have at least 52 weeks of specialized experience equivalent to the GS-14 level (or ZP-IV at NIST). Specialized experience is described as experience in conducting advanced research and analysis in hurricane, tornado, or windstorm hazard characterization. Additionally, applicants must have experience providing strategic program guidance in the development of standards related to windstorm hazards and in enhancing the resilience of buildings, infrastructure, and communities against these hazards. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
