About the Position: You will serve as the Installation Emergency Manager for Fort Detrick, MD. This position will be filled at the GS-09, GS-11, or GS-12 level. If selected at the GS-09, or GS-11 level, noncompetitive promotion to the full performance level is authorized and is based on management discretion.

Duties

Manage various Emergency Management Programs for the command. Serve as the Continuity of Operations Program (COOP) Manager. Manage and prepare the Emergency Operations Center (EOC) to respond to threats and hazards that may impact the installation.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Education Substitution for Specialized Experience for GS-09: Successful completion of at least a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (NOTE: You must attach a copy of your transcripts.). Combination of Experience and Education Substitution for Specialized Experience for GS-09: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 18 hours (total semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. Specialized experience GS-11: One year of specialized experience which includes: Assist leadership by providing detailed recommendations to senior leadership on the preparedness, response, and mitigation of emergency operations management. Prepare emergency plans, procedures, and directives for an emergency operations program. Coordinate emergency response programs with local officials involved in emergency action plans. Assist with conducting emergency management training and exercise plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-09). Education Substitution for Specialized Experience for GS-11: Successful completion of at least a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M., in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (NOTE: You must attach a copy of your transcripts.). Combination of Experience and Education Substitution for Specialized Experience for GS-11: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess.
