Duties

WHAT IS THE FACILITIES MANAGEMENT AND SECURITY SERVICES (FMSS)DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Facilities Management and Security Services Project Management The following are the duties of this position at the full working level. Develops policies, procedures and standards for IRS real estate programs nationwide. Develops, formulates and influences Service wide policies and programs to increase the effectiveness of real estate operations. Works closely with GSA and private vendors to assign and reassign Service wide space in GSA-controlled buildings and privately owned buildings. Analyzes space requests, evaluates options and determines best course of action; reviews alterations requests that affect space usage and classification: coordinates complex utilization studies relating to current and projected space needs. Prepares short and long-range space plans. Analyses short and long-term Service wide space requirements, monitoring changes in planned space actions and projected requirements, and coordinating the impact on affected space. Works with GSA to ensure that the leases are negotiated to include agency requirements and levels of responsibility for resolving problems. Works with GSA to acquire leasehold interest of real property including new leases, supplemental lease agreements, superseding leases, and exercising lease renewal options. Resolves with GSA any lease related problems that may arise with the property owners or leases.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-14:To be minimally qualified for this position you must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: project management activities such as: planning, organizing, and controlling real property work involving diverse activities; experience in gaining cooperation and coordinate the work of others; and experience in applying oral and written communications skills. Experience with the application of project management techniques to plan, schedule, implement, close out, and evaluate complex real estate projects. At this level, your experience must be sufficient to demonstrate experience in analyzing facts, evaluating alternatives, making recommendations, and coming up with creative solutions to problems involving advanced concepts, practices, regulations, policies, and precedents associated with real estate asset and portfolio management. To be qualifying, your experience must also demonstrate ability to provide sound authoritative technical, analytical and consultative services, encompassing the full scope of real estate and facilities management related services, issues and problems. Specialized experience in applying knowledge of commercial real estate principles, practices, markets, and procedures sufficient to value interests in real property and evaluate lease proposals, rental rates, terms for initial space alterations and building quality i.e. utility, efficiency, condition, performance, cost, etc. In addition, experience must include the application of project management techniques to plan, schedule, implement, close out, and evaluate complex real estate projects. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
