Duties
Manage Military Construction Army and Urgent Minor Military Construction Army requirements for Fort Eisenhower.
Accomplish the Master Planning Program, integrating facility related plans and programs with the Fort Eisenhower Vision.
Advise the Commander and Installation staff on policies and procedures for facility programming requirements, facility design, and facility construction.
Disseminate planning and project information to the installation community and local communities supporting the installation.
Provide consultation and coordination of planning and design issues that come before the Community Planning Boards and the Command Group.
Coordinate Military Construction Army project submissions from subordinate organizations.
Develop project documents by application of user interviews, regulatory guidance, and sound planning/design principles.
Coordinate project justifications, cost estimates, and proposed project designs

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Qualifications
Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 28 JUNE 2027 by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.
Time-limited reassignments and changes to lower grades can be extended beyond five (5) years if the temporary activity becomes the obligated activity for placement of the employee at the end of the time-limited assignment.
When a time-limited promotion is terminated, the Army employee will be returned to the position from which they were temporarily promoted; or, with their consent, to a different position of equivalent grade and pay (AR 690-300/10-8).
When a time-limited promotion is to an organization in a different command, the losing and gaining activities must agree to the temporary promotion and decide in advance which activity will assume responsibility for placement of the employee when the temporary promotion ends. If no decision is made, the employee will return to their permanent position of record (AR 690-300/10-8).

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Community Planner:
A. Degree: Bachelor's degree (or higher degree) in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
OR
B. Degree and Work Experience: Bachelor's degree (or higher degree) in a field related to community planning such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and possess at least one-year of work experience in community planning acquired under the supervision and guidance of a community planner.
OR
C. Combination of Education and Experience: Courses equivalent to a major in one of the disciplines, as shown in A above, or a combination of related courses totaling at least 24 semester hours in any combination of the disciplines, as shown in A above, of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Developing DD Form 1391 programmatic documentation to facilitate the execution of Military Construction Army (MCA), Unspecified Minor Military Construction (UMMCA), and Repair and Modernization projects for a military installation; 2) Analyzing space utilization data to recommend options for improvement; And 3) Utilization of various graphical software to support the development of site plans and the continuous update of the Real Property Master Plan for an installation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements.
