This position is located in a Bureau of Land Management in Roseburg, OR. The purpose of the position is to perform analytical, technical, and administrative duties related to formulating, executing, and monitoring budget in accordance with established policies and procedures. Salary Range for GS-07: $49,025 - $63,733 Salary Range for GS-09: $59,966 - $77,955 Salary Range for GS-11: $72,553 - $94,317

Duties

Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor. The Budget Analyst is responsible for: Strategic planning for short- and long-term budget planning on the district. Budget formulation for proposed and actual expenditures for current and future activities, as well as analyzing and reporting budget details for each program area. Budget execution through the annual budget process, from Planning Target Allocations (PTA) through the Annual Work Plan (AWP) by monitoring and tracking all areas of the budget process (including but not limited to tracking labor costs and lapses, and transfers from other agencies), ensuring that the funds expenditure meets BLM strategic planning goals and that expenditures to not exceed authorized spending limits. Meeting budget performance quarterly targets, and monitor performance tracking systems such as the Performance Management Database System (PMDS). Help district staff to understand the budget process, providing training when necessary. Participate in other activities, such as policy development, organizing district responses to state office and HQ proposals, audits, risk assessments, etc.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: GS-07: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sector) performing at least 3 of the following: (1) providing assistance in a budget and/or program planning process; (2) drafting portions of budget documents for review by senior analysts; (3) updating financial/budgetary data in an automated system; (4) conducting research to assist senior analysts in the performance of budgetary or financial duties. OR Education: Successful completion of at least 1 full year of graduate level education that is directly related to this position and has provided the knowledge, skills, and abilities necessary to do the work of this position. (Note: You must submit a copy of your transcripts with your application). OR Superior Academic Achievement: Successfully completed a bachelor's degree that provided the knowledge, skills and abilities for this position, and I meet one of the following requirements for superior academic achievement at the undergraduate level: 1) Class standing - Graduated in the upper third of the class based on completed courses in the college, university or major subdivision; 2) Grade Point Average - 2.95 or higher out of a possible 4.0 scale as recorded on official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher on a 4.0 scale based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of curriculum; or 3) Election to membership in a national scholastic honor society. (Note: A copy of your transcript is required as documented proof of your GPA, class standing, or election to honor society membership. Failure to provide your transcript will result in an ineligible rating). OR Combination: Have an equivalent combination of the specialized experience described in "A" and the education described in "B." The total percentage must equal at least 100 percent to qualify. GS-09: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sector) performing at least 3 of the following: (1) contributing inputs to budget formulation, execution, or management; (2) preparing financial reports consistent with laws and regulations; (3) reviewing budget submissions for completeness and accuracy; (4) providing guidance regarding established budget/financial management practices, procedures, or regulations. OR Education: Successfully completed a master's or equivalent graduate degree or two full years of graduate level study leading to a master's degree or LL.B or J.D degree that is directly related to this position and has provided the knowledge, skills, and abilities necessary to do the work of this position. (Note: You must submit a copy of your transcripts with your application). OR Combination: Have an equivalent combination of the specialized experience described in "A" and the education described in "B." The total percentage must equal at least 100 percent to qualify. GS-11: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sector) performing at least 3 of the following: (1) formulating, executing, or monitoring operating budgets for assigned programs; (2) evaluating obligations, expenditures, or planned activities for consistency with approved budget, regulatory requirements, or policies; (3) providing training, guidance, or advice on matters related to budget/financial management; (4) analyzing, adjusting, or reconciling budget/financial accounts. OR Education: Successfully completed a Ph.D. or equivalent doctoral degree or 3 years of progressively higher-level graduate education leading to such a degree or LL.M that is directly related to this position and has provided the knowledge, skills, and abilities necessary to do the work of this position. (Note: You must submit a copy of your transcripts with your application). OR Combination: Have an equivalent combination of the specialized experience described in "A" and the education described in "B." The total percentage must equal at least 100 percent to qualify. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
