About the Position: This position is with the U.S. Army Medical Command (MEDCOM), Health Care Acquisition Activity (HCAA), Medical Readiness Contracting Office-West, located at Fort Sam Houston, TX. Performs a variety of purchasing technician duties encompassing simplified acquisition procedures including open-market, Federal Supply Schedule and Blanket Purchase Agreements.
This is an Acquisition Workforce Demonstration Project Position.
Duties
Disseminate guidance to technical personnel, planners and requester's to clarify, improve and or correct requirements documented in procurement requests.
Develop Requests for Quotations (RFQs) consistent with the product or service being acquired and the process being utilized.
Evaluate responses to Requests for Quotations (RFQs) by determining offer or compliance with provision valuable
and statement of work.
Process purchase requests and determine the best method and source of procurement considering the specialized and technical requirements of the equipment, supplies and services.
Requirements
- This is an Army Acquisition Workforce (AWF) position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.
- This position requires submission of a financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Specialized Experience: One year of specialized experience which includes1) Experience working with a variety of small purchase techniques and their proper application for new or unusual requirements, and 2) Analyzing purchase descriptions or statements of work for an organization, and 3) Experience with price analysis techniques to evaluate prices when there is inadequate competition or pricing history. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NK-02/GS-07).
