WHAT IS THE CRIMINAL INVESTIGATION (CI) DIVISION?

Vacancies will be filled in the following specialty areas:
Criminal Investigation -Tech Operations and Investigative Services- System Analysis/Application Software
The following are the duties of this position at the full working level.
Independently, or as a team leader, serves as a technical expert for CI systems development and undertakes technically complex projects/studies requiring coordination across functional lines Service wide and overseas.
Serves as an expert senior technical advisor or team leader providing the full range of analytical and advisory support services, including the development of programs and policies. Provides guidance and assistance on the entire range of technical issues, especially in development program areas.
Evaluates and interprets comprehensive systemic change requests and makes recommendations to management as to feasibility.
Plans, organizes, and/or leads corporate or large scale studies, project or team efforts including other subject matter specialists, involving highly technical computer issues.
Plans, coordinates, conducts product assurance research/evaluation studies and projects.
Prepares presentations for IRS management, other government agencies, and contractors in support of Criminal Investigation systems testing activities.
Provides consultation on enhancement issues and effective forecasting through quality reviews, evaluations, and project analysis.
Recommends changes in organization policies, practices, procedures, and programs improving efficiency and effectiveness. Actively participates in identifying and resolving both broad and specific technical questions involving complex data processing testing problems and issues.
Coordinates project development and program activities as necessary with Criminal Investigation and other Information Technology Systems, and business organizations, and with external stakeholders. Independently or as a leader of a team of analysts, analyzes and evaluates proposals containing user and system requirements.
Coordinates data gathering and development of cost/benefit analyses, including both National Office development and field operational implications of the proposed system or change.
Identifies complex systemic network problems, provides solutions and/or procedures, or agreements to systemic changes when necessary.
Analyzes requests for changes and additions to the CI network to ensure efficiency and compatibility with current operating systems and network architecture.
Advises on various methods of improving network performance, securing the CI network, or networking software/hardware, and on current network technology and practices.
Performs other duties as assigned.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. BASIC REQUIREMENT FOR ALL GRADES:
Experience must include Information Technology (IT) related experience that demonstrates each of the following competencies: 1) Attention to Detail, 2) Customer Service, 3) Oral Communication & 4) Problem Solving.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-13 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes Experience that demonstrates accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated through assignments that required the ability to analyze a number of alternative approaches in the process of advising management concerning major aspects of IT system design. This would include defining what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project.
GS-14 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes Experience that demonstrates accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled.
