The primary purpose of this position is to serve as the Equipment and Logistics Liaison, providing guidance and direction on inventory and control of Air Force Junior ROTC (AFJROTC) uniforms, curriculum and equipment. Duties

Coordinates Air Force Junior Reserve Officer Training Corps (AFJROTC) Logistics Activities with the Defense Logistics Agency (DLA). Processes/authorizes AFJROTC unit uniform and equipment purchases for 870+ worldwide units. Manages centralized stock of AFJROTC Leadership Development Requirements (LDR) equipment. Head Quarters (HQ) AFJROTC Lead for ADPE Management, Equipment Custodian and Building Manager Representative.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for General Supply Series, 2001. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of a wide range of well-established and commonly applied supply management principles, concepts and methodologies required in performing varied assignments, operations and/or procedures. Knowledge of interrelationships of supply chain management concepts and regulations, policies, and precedents that affects Defense Logistics Agency (DLA). Knowledge of supply management and inventory control systems, methods, and procedures to evaluate the impact of variables that influence the course(s) of action taken in resolving procedural issues involving conflicting program requirements. Knowledge of AF standards for the issue, inventory, control and maintenance of organizational ADPE assets. Knowledge of Air Force (AF) standards for the issue, inventory, control and maintenance of organizational equipment assets. Knowledge of standardized processes for facility management and space utilization planning and coordination. Knowledge needed to apply judgment and analytical techniques independently resolving common issues and problems involving DLA. Knowledge and ability to provide interpretation and guidance to management officials, other same graded, as well as lower graded supply specialists. Knowledge and ability to exercise a high degree of diplomacy in expressing ideas clearly, precisely, and through effective oral and written communication. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related, in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as logistics or supply chain management . OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of logistics regulations, policies, procedures, functions, techniques, and methods applicable to the DLA process, inventory management, and data system. Practical knowledge of a wide range of well-established and commonly applied logistics management data processing and requirements for DLA procurement transactions in applicable automated supply system, and in-depth knowledge of related systems functionality. Skill in performing recurring logistics assignments, operations, or procedures in providing services and resolving problems of a procedural nature in logistics operations, planning, or program management. Ability to read, interpret, and apply applicable reference material, such as spares procurement regulations, manuals, catalogs, records, etc., to accomplish tasks and resolve complex system related problems/issues. Ability to receive, screen, review, compile, and organize logistics data and prepare supply documents Receives purchase requests from GSUs and reviews them in terms of adequacy, consistency, restrictiveness of specifications or descriptions, compliance with administrative requirements, and certification of funds. Ability to communicate and provide advice in terms of oral and written recommendations. Excellent communication skills; must be able to build relationships and maintain effective customer support. Ability to analyze statistical data relating to aspects of the program, cost, purpose, expansion, etc. Makes recommendations on trends and future operational proposals. Practical knowledge of a wide range of well-established and commonly applied management practices for facilities management and the management, control, issue and inventory of ADPE and other organizational equipment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
