This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & MRTFB in DoD to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The Watervliet Arsenal is an Army-owned & operated manufacturing center located in NY.
Duties
Directs and manages the Equal Employment Opportunity (EEO) Program for Watervliet Arsenal and all co-located activities.
Determines EEO problem areas/barriers and provides advice, assistance, statistical and other data needed to advise the Commander, Deputy Commander and Chief of Staff.
Compiles and analyzes management practices and statistical data to evaluate progress on individual initiatives and overall EEO program objectives.
Identifies organizational, occupational, or other areas in need of improvement; and recommends specific remedial initiatives.
Prepares written analysis/briefings on the effectiveness of EEO program activities.
Conceives methods to eliminate problems and/or overcome barriers, and personally monitors progress toward that end.
Ensures all requirements for pre complaint counseling and complaints processing are fulfilled in compliance with regulations and with full coordination with appropriate staff elements.
Develops preventive strategies to include training on improved management practices, affirmative action initiatives, modified personnel policies, and procedures, etc.
Plans, develops, and presents equal employment opportunity training for supervisory development, employee orientation, and counselor training.
Develops and promotes EEO program publicity and reference materials.
Attends and conducts meetings with installation senior management and community organizations and leaders to improve EEO relationships and interface with the employee, union, and applicant population.
Determines the need for program resources, to include personnel, money, equipment, etc., and initiates actions to obtain resources.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a data analytics requirement. The incumbent must meet all requirements for data analytics level 2 certification within 24 months of being placed on the position.

Specialized Experience: One year of specialized experience which includes: (1) Overseeing/monitoring an Equal Employment Opportunity (EEO) complaint processing system to ensure compliance with regulatory requirements; (2) Managing an EEO complaints process to include alternative dispute resolution and reasonable accommodations; and (3) Advising management and employees on civil rights laws, Equal Employment Opportunity (EEO) regulations, and Equal Employment Opportunity (EEO) programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
