This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

They are responsible for developing policies and procedures for program operation, preparing reports and statistics for facility, VISN, and national use. Duties will include: Coordinates organizational changes within the medical center social work service and community agencies to facilitate active cooperation and appropriate transition of change for PCS patients, caregivers, and programs. Prepares, plans, and advises the social work supervisor of anticipated changes in workload, staffing needs, and program developments. Remains current on clinical aspects of the PCS programs and will be prepared to fill in for the various social work clinicians assigned to other areas of the medical center when needed. Provides clinical support to the Community Health Nurse Coordinators working with PCS programs and will serve as a consultant with other disciplines as needed. Provide timely and accurate information in the form of verbal and written reports to the Social Work Supervisor and others as indicated in the program or facility requirements. Reviews billing/invoices with Integrated Veteran Care (IVC) as needed to maintain partnerships with community resources. Writes program specific guidelines and policies as required and sees that these policies are implemented. Keeps staff fully informed of eligibility criteria and relevant services and changes as they occur within the PCS programs. Identifies problems in service delivers within the PCS programs and takes corrective action with the concurrence of the Social Work Supervisor. Recruits new PCS agency providers and establishes contracts for numerous services to include H/HHA, in-home respite care, that meet the needs of the veteran population. Oversees the program operations and program evaluations, identifies areas for improvement, gathers and assesses relevant data, develops, and implements improvement plans and evaluates the efficacy of improvements. Intervenes to resolve clinical problems. Serve on assigned committees for the medical center as assigned by the Social Work Supervisor. May be involved in relevant community activities such as the Area Agency on Aging, Alzheimer's Association, Ombudsman group, etc. Functions as the professional representative of the VA Medical Center, Social Work Service, by providing public relations and community education regarding the PCS programs. This includes Federal, State, County and City government offices, and private non-profit services, agencies, and organizations. These contacts may be individual or in a group setting. Interacts with Congressional staff and caseworkers regarding Congressional inquiries, investigating the inquiry and preparing a response for the signature of the Chief of Social Work Service and the Medical Center Director. Maintains open lines of communication with clinical and clerical employees who work with the PCS programs and keep them apprised of management issues, policies, and activities as they impact Social Work Services. Liaises with community agencies for CADHC, H/HHA, In-Home respite care, Veteran Directed Care, and other Home and Community Based Services. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. COPY OF TRANSCRIPTS WITH CONFER DATE REQUIRED WITH APPLICATION PACKAGE. Licensure: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. COPY OF CURRENT LICENSURE REQUIRED WITH APPLICATION PACKAGE. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Social Worker (Program Coordinator), GS-12 Experience and Education: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. COPY OF CURRENT LICENSURE REQUIRED WITH APPLICATION PACKAGE. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring. (b) Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. (c) Ability to supervise multidisciplinary staff assigned to the program. (d) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). (e) Ability to provide training, orientation, and guidance within clinical practice.
