This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
Clinical Responsibilities:
The incumbent will perform functions associated with the occupational therapy scope of practice; evaluating patients as appropriate for a wide range of diagnoses, primarily psychosocial, to establish a baseline level of function (i.e., medical record review, observation, and interviews with a focus on cognitive and social skills, role dysfunction, range of motion, strength, sensation, proprioception, coordination, perception, self-care, homemaking, assistive/orthotic/prosthetic/adaptive equipment needs, avocational/vocational skills, etc.).
Requires principles and techniques in the occupational therapy assessment and treatment of occupation, cognitive, and psychological functional deficits to develop and implements occupational therapy treatment plans with individuals, families, and/or groups of patients to meet individual patient rehabilitation objective.
Communicate orally and in writing to educate patient and family members regarding the disability/disease, home programs, use of assistive devices, and community resources.
Independently solves problems related to occupational therapy, adapting, and modifying treatment plans, activities, and procedures as indicated by patient status.
Adapts assessment tools and treatment to the complexity of the diagnosis or disabilities and demonstrate the clinical reasoning necessary to identify the need for further in-depth specific assessment of function and utilization of non-standard methods and techniques. Continuously re-evaluates patient's performance and appropriately modifies treatment as indicated by patient status.
When indicated, evaluates patient's home environment through home visits or consultation with other health care professionals, patient and significant others, and assists patient in solving problems associated with that environment.
For each patient assigned, regularly documents in patient's medical record. Documentation includes: an initial evaluation, including short- and long-term goals; progress reports, including treatment provided and outcomes in terms of function; and, discharge summaries, including summary of treatment outcomes in terms of goals set, equipment and education provided.
Develops new treatment programs, techniques, job sites, and/or refinements to current programs to address the needs of patients.
Participates in inter-disciplinary meetings to discuss and report on assigned patients and recommends patients in need of occupational therapy.
Continually evaluates patient caseload to determine priority and frequency of care needs.
Covers for other occupational therapists during absences to provide continuity of patient care.
Administration:
Assists in policy and procedure development as assigned.
Assists the development of Quality Assurance, Performance Improvement projects as assigned.
Assists in the development of standards of care to ensure compliance with accrediting and professional organizations.
Responsible for proper supply inventory levels and clinical maintenance for the Occupational Therapy Clinic.
Serves on local, regional, and national VA committees and teams as assigned.
Education:
Acts as clinical oversight for professional or technical level students as assigned.
Educates other health professionals and their trainees on the role of Occupational Therapy Services.
Participates in Department Grand Rounds and presents as assigned.
Completes assigned VA trainings in TMS in a timely manner.
Provides in-service and clinical training programs to other staff as needed.

Qualifications
Basic Requirements: GS 9
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education/Experience: The individual must meet at least one of the following requirements below:
(a) Bachelor's degree in occupational therapy and two (2) years of experience as an occupational therapist;
OR
(b) Bachelor's degree in occupational therapy and two (2) full years of graduate education in a related field;
OR
(c) Master's Degree or higher in occupational therapy.
Certification: Candidates must possess a current NBCOT certification as an OT.
State Licensure. Candidates must possess] a full, current, and unrestricted state license, to practice occupational therapy in a state, territory or Commonwealth of the United States (i.e., Puerto Rico), or in the District of Columbia.
Exceptions for the Graduate Occupational Therapist.
(1) OT graduates from an approved occupational therapy program [who otherwise meet the minimum qualification requirements, but who do not possess NBCOT certification and/or state licensure, may be [appointed, pending certification and/or licensure, as a graduate OT [on a full-time temporary appointment not-to-exceed two years under the authority of 38 U.S.C. § 7405(c)(2).
(2) Graduate OTs may only be appointed at the GS-9 grade level and may not be promoted/converted to the GS-11 level until licensure and/or certification is obtained. For grades levels at or above the developmental GS-11 grade level, the OT must be certified and licensed.
(3) A graduate OT may provide care only under the direct supervision of a licensed OT who meets all state regulatory requirements.
(4) Temporary graduate OT appointments may not be extended beyond two years, or converted to a new temporary appointment.
Grandfathering Provision. All persons employed in VHA [in this occupational series or in another occupational series that are also performing the duties as described in the qualification standard on the effective date of this qualification standard are considered to have met all qualification requirements for the grade held including positive education and licensure/certification/registration that are part of the basic requirements of this occupation. Employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
(1) They may be reassigned, promoted up to and including the full performance level, or changed to lower grade within the occupation, but may not be promoted beyond the full performance level or placed in supervisory or managerial positions.
(2) If an OT who was retained under this provision leaves the occupation, the employee will lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.
(3) OTs initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard, must maintain the required credentials as a condition of employment in the occupation.
(4) OTs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.
Occupational Therapist, GS-11
Education, Experience, or Licensure.
(a) Completion of one year of experience equivalent to at least the GS-9 grade level and directly related to the position being filled;
or
(b) Three years of progressively higher level graduate education leading to a degree in occupational therapy or a directly related field;
or
(c) Doctorate in occupational therapy.
Demonstrated Knowledge, Skills, and Abilities (KSAs). In addition to the [experience or education above, the candidate] must demonstrate all of the following KSAs:
Knowledge of occupational therapy practice.
Ability to administer/interpret evaluation findings to develop and coordinate intervention plans, including goals and methods of treatment.
Ability to implement intervention plans directly or in collaboration with others.
Skill in monitoring an individual's response to interventions and modify treatment plans and reevaluating as indicated.
Ability to communicate and or collaborate with patients, family members, caregivers, interdisciplinary professionals and/or other individuals verbally and in writing.
Knowledge of health and safety regulations to minimize risk in the provision of patient care and the environment of care.
Knowledge of applicable regulations governing documentation, reimbursement and workload entry in accordance with established professional practice.
Occupational Therapist, GS-12
Education, Experience, and Licensure. Completion of one year of experience equivalent to at the GS-11 grade level and directly related to the position being filled.
Demonstrated KSAs. In addition to the [experience above, the candidate] must demonstrate all of the following KSAs:
Knowledge of occupational therapy principles and techniques consistent with current clinical standards based on OT theory and evidence based practice. Knowledge is inclusive of physical, occupational, cognitive, and psychosocial functional deficits.
Ability to collaborate and communicate orally and in writing with all internal and external stakeholders.
Ability to use critical analysis, clinical reasoning, and creativity to independently solve complex problems related to adapting and modifying assessments, treatment plans, activities and procedures to meet the needs of patients.
Skill in procuring, fabricating, adjusting, adapting, and modifying orthoses, splints, and adaptive equipment for activities of daily living (inclusive of durable medical equipment).
Ability to conduct OT related in-service and clinical training.

The full performance level of this vacancy is GS 12. The actual grade at which an applicant may be selected for this vacancy is in the range of GS 9 to GS 12.

Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders.
