Duties
-Exercises primary leadership, oversight, and supervision for the Planning and Project Development Division.
-Ensures programmatic requirements for these programs are implemented at Reclamation projects in Texas, Oklahoma, and southern Kansas, which includes 11 reservoirs that provide regional municipal, and industrial water supplies to approximately three million people and irrigate over 60,000 acres of farmland.
-Collaborates with and advises operating partners, including general managers and senior staff of water and irrigation districts, cities, and river authorities.
-Responsible for the direction, coordination, implementation, and quality review of all planning and project development activities, as well as environmental compliance activities.
-Assigns work, assembles multi-disciplinary teams based upon the nature of technical issues involved, and assigns team leader/project management responsibilities.
Qualifications

GS-13:
Specialized Experience: One full year of specialized experience equivalent in responsibility and scope to the GS-12 level; or its non-Federal equivalent that included experience performing project management for a land or water resource program and leading a diverse team of technical staff and overseeing and administering program budgets.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 09/03/2024.
