About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Charlottesville, VA.
Serves as a Senior Budget Analyst independently performing a variety of budget programs and analysis functions.
Duties
Analyze budget estimates and supporting data.
Provide recommendations for funding programs to assure compliance with regulatory and legal limitations and restrictions, and with policies and directives.
Interpret policy and apply regulations to the budgetary program of the National Ground Intelligence Center.
Execute and assist in the formulation and justification of annual and multi-year budget appropriations.
Monitor budgetary commitments, obligations, and expenditures.
Serve as a senior analyst providing budget and manpower management guidance and technical oversight to staff and leadership.
Monitor civilian payroll, personnel actions, supply requisitions, travel orders and other programs to ensure compliance with program budget.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be eligible for, receive, and retain a TOP SECRET/Single Scope Background Investigation (TS/SSBI), with access to Sensitive Compartmented Information (SCI).
- Temporary duty (TDY) travel may be required 25% or less of the time.
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- This is a Financial Management Level 2 Certified position. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11).
