About the Position: This is a Contract Specialist GS-1102-11/12 developmental position with the Mission Installation Contracting Command located at Fort Irwin, CA.

Duties

Monitors contractors' performance for compliance with terms and conditions of contracts. Exchanges information and discusses issues with representatives of private firms, industry organizations and other agency offices. Negotiates prices, terms, and condition, and prepare price negotiation memoranda. Develops sources by stimulating interest in competing or locating new sources of supply.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Acquisition Certification in Contracting within 36 months of entrance on duty.
  • Ability to obtain and maintain a determination of eligibility for a Secret security clearance
  • Pre-employment financial disclosure
  • Position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09) OR One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as; accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management, natural science, social science, communications, healthcare, engineering & technology and education}. (Note: You must attach a copy of your transcripts.). (Copy of transcripts must be attached) To qualify for GS-12 - Based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Executing contract price negotiation and/or terms and conditions on behalf of the organization; 2) Executing of pre award and post-award acquisitions to procure complex and/or diversified commodities, services, and/or construction to include determining the appropriate method of procurement; 3) Applying laws and policies regarding contract actions; and 4) Preparing documentation to execute and obligate contract actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11) You will be evaluated on the basis of your level of competency in the following areas: CommunicationsContract Performance ManagementPreparation and NegotiationPromote Competition GS -11 - Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). GS-12 - Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
