Duties

Joining Customs & Border Protection will allow you to use your expertise to analyze and advise management on a wide range of program activities. This position starts at a salary of $108,245.00 (GS-12, Step 1) to $167,336.00 (GS-13, Step 10). In this position, you will strengthen the Department's ability to perform homeland security functions by developing policies, conducting special studies, and providing technical assistance. Typical work assignments include: Planning, conducting, or participating in special studies or task forces, provides assistance to headquarters and field offices. Providing technical assistance and direct support to management staff in all matters relating to the application of planning systems and management programs to meet mission requirements. Developing, implementing, and monitoring sophisticated management information systems that focus on long and short-range plans, policies and programs in the direction of goals, objectives, and priorities established by statutes, executive orders, the Department, or executive management. Designing and administering planning and controls for submission of data, including forming the basis of budget and program resource requests and decisions. Developing policies, issuances and directives; determining the applicability and effect of new or proposed legislation, executive orders, and Department directives and other organizational agency decisions on respective headquarters and field office operations, managerial programs and requirements. Qualifications

Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting in implementing, coordinating, and/or overseeing a variety of management programs impacting organizational activities. Providing advice to supervisors and managers of headquarters functions, and developing, recommending, and/or evaluating policies in assigned areas of responsibility. Supporting development and evaluation of policies in assigned program areas, taking or recommending actions to achieve organizational objectives, and recommending future program objectives and improvements. Assisting in coordination of activities of sub-office support staff, advising and providing analytical support on problem definitions, planning methodologies, policies, and procedures. Assisting with evaluating the content of new or modified legislation for projected impact upon agency programs. Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Developing and evaluating policies, issuances, and directives in assigned program areas, taking or recommending actions to achieve organizational objectives, and recommending future program objectives and improvements. Coordinating activities to office support staff, advising and providing analytical support on problem definition, planning methodologies, policies, and procedures. Evaluating the content of new or modified legislation for projected impact upon CBP programs. Planning, developing, and coordinating planning management through briefings, presentations and conference for executive management. Preparing comments and impact statements and recommendations on these issuances for executive and managerial consideration. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/28/2024. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Current and former federal employees may be required to serve or complete a probationary period. Agency Career Transition Assistance Program (CTAP) Eligibles: If you have never worked for the federal government, you are not CTAP eligible.
