The primary purpose of this position is this is a developmental position with known promotion potential to the target position of: SCPD 6R9GP04, Executive Support Specialist, GS-0301-13.

Duties

GS12/13 Identifies and analyzes key issues, develops strategies, and advises Commander and senior leadership on recommended courses of action on a broad variety of topics related to MAJCOM, NAF, FOA or DRU functions. Serves as Project Officer for Commander directed initiatives and special interest items. Coordinates review of higher level taskings, identifies best course of action, potential problems, and recommends MAJCOM, NAF, FOA or DRU response. Performs a wide variety of office management duties.

  • This position is subject to provisions of the DoD Priority Placement Program
  • Qualification requirements stipulated by the US Office of Personnel Management for the GS-0301 occupational series must be met.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid drivers license is required for the position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for GS-0301, Miscellaneous Administration and Program Series. SPECIALIZED EXPERIENCE GS-12 Level: GS-12 : Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the mission, organization and work processes of programs throughout a military command, and the relationships of administrative support activities to such missions. Knowledge of qualitative and quantitative techniques for analyzing and measuring effectiveness, efficiency and productivity of administrative and technical programs. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones and methods of evaluating planning actions as they relate to actual events. Knowledge of DoD and United States Air Force (USAF) strategic plans and strategic planning processes in order to develop short- and long-range planning guidance in accordance with USAF and command policies and objectives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS GS-12 LEVEL: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) GS-12: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically. 2. Knowledge of analytical and evaluative methods and techniques as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods. 3. Knowledge of and skill in designing and conducting comprehensive studies and developing solutions to broad operational and contingency areas. 4. Knowledge of the missions, roles, functions, organizational structures, relationships, and operational planning objectives of Air Force and DoD organizations. 5. Skill in gathering, evaluating, and interpreting data sufficient to arrive at valid, supportable conclusions and to offer meaningful recommendations. 6. Skill in planning and independently managing short and long-term projects and to cultivate and sustain positive working relationships to project completion. Ability to communicate effectively with tact and diplomacy to advocate MAJCOM positions and build successful cross-functional teams; to logically and effectively explain programs, functions, and activities and gain understanding of the organization's efforts. SPECIALIZED EXPERIENCE GS-13 Level: GS-13 : Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes extensive in-depth knowledge of the mission, organization and work processes of programs throughout a military command, and the relationships of administrative support activities to such missions. Knowledge is applied when assessing programs/projects, analyzing findings and making recommendations on substantive operating programs. The work requires skill in preparing staff reports/briefings and skill in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations. Extensive knowledge of qualitative and quantitative techniques for analyzing and measuring effectiveness, efficiency and productivity of administrative and technical programs. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
