The Office of the Chief Financial Officer (OCFO) ensures that the Department of Labor (DOL) complies with the requirements of the Chief Financial Officers Act (CFOA). The Division of Business Process Improvement (DBPI) provides accounting and invoice services to Departmental agencies and provides oversight of the Intra-Governmental Payment and Accounting Collection (IPAC) process and Treasury's Secure Payment System (SPS) activity.
This position is inside the bargaining unit.
Duties
This is a career ladder progression position; the incumbent will serve in a developmental capacity, wherein the work is less complex in nature and the supervisor, or a senior level employee provides specific instruction and guidance.
Duties include but are not limited to:
Analyzes and processes invoice, IPAC payments, and obligation, within the DOL accounting system for all types of payments to ensure compliance with applicable regulations.
Performs comprehensive analysis comparing data in the DOL accounting system with source documents and data obtained from agency management information systems.
Reviews and approves vendor invoices and ensures that they are consistent with the payment provisions of the purchase order or contract.
Sends correspondence to vendors regarding the non-payment of improper or incomplete invoices.
Contacts vendors to obtain for prior year unbilled goods and services received.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
For the GS-06 Grade Level: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-05, in the Federal service.
Examples of specialized experience include:
Using automated reporting and/or accounting systems to perform analysis, research, reconciliations, accounts payables and receivables and process accounting and/or other financial management transactions.
Reviewing accounts to ensure transactions are supported by documentation and processed according to established procedures.
Assembling, reviewing, and maintaining accounting transactions.
NOTE: There is no education substitution for this position at any grade level.
