Duties

If selected for this position, you will serve as a Paralegal Specialist in the Financial Litigation Program for the United States Attorney's Office, Northern District of Iowa. Typical work duties include the following: - Analyzing financial records and information to determine ability to pay and assets subject to enforcement actions and what is the appropriate enforcement action - Having substantive conversations with debtors and explaining the position of the United States and assisting the AUSA in negotiating payment plans and enforcement actions. - Reviewing and organizing complex factual material and other documentary data for investigations, discovery, court hearings, and enforcement of judgments. - Providing advice on the most efficient enforcement methods. - Using tables and citation checking with efficiency. - Preparing a variety of substantive legal documents to include, foreclosure actions, garnishments, attachments, arrest warrants, re- sentencings, new prosecutions as well as subpoenas and discovery requests to obtain documentation relevant to acquiring evidence or testimony. - Developing and entering various case material into a computer database. - Preparing charts, graphs, tables, and summary exhibits to illustrate results. - Providing litigation case management and organize cases for court presentation. - Drafting legal motions and briefs to support enforcement actions - Preparing division reports to manage the debtor caseload to ensure the collection of all debts. - Proficiency in CDCS, Simplifile, Accurint, and other databases to ensure the enforcement of judgments. - The preparation of liens and the proper filing of those liens in numerous counties and with the SOS. Responsibilities will increase and assignments will become more complex as your training and experience progress.

  • You must be a U.S. Citizen or National.

  • Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
  • You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.

Qualifications

GS-11: To be qualified for the GS-11 position, you must have at least one year of specialized experience equivalent to the GS-09 level in federal service or Education or a Combination of Education and Experience. Specialized Experience: is defined as experience performing a variety of analytical paralegal or legal work which demonstrates a practical knowledge of law, the litigation and judicial process, and applicable rules, regulations, policies, and procedures. Examples of specialized experiences may include the following: analyzing and evaluating legal decisions and case files to identify relevant issues and potential evidence; conducting legal research concerning precedents and past court decisions; composing legal briefs, summaries of analyses and decisions, and pre-trial documents; interviewing witnesses and various individuals who can provide insight into cases under review; and preparing evidence and documents to support recommendations. OR Education: One of the following types of education in a related field (e.g., Criminal Justice, Law): a Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. OR Combination of Education/Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years.
