The primary purpose of this position is: To serve as the Director, Financial Management and Comptroller at a Component Numbered Air Force (C-NAF). Serves as the primary advisor to the C-NAF Commander on all financial matters. Plans, develops, and directs advisory and support services for command-wide financial requirements and both CONUS and OCONUS Comptroller Warfighting capabilities sustaining three Combatant Commands. Exercises supervisory responsibilities over the comptroller division.

Duties

Director of Financial Management and Comptroller to the C-NAF Commander. Exercises supervisory personnel management responsibilities. Directs C-NAF Comptroller operations through 105 primary funding points to include NAFs, MAJCOMs, Army, Navy, Logistic Centers, and 90 Wings through a headquarters staff of professional fiscal managers and 900 comptroller functional personnel in the field. Resolves conflicts of policy and procedures to enable prudent financial management across the C-NAF mission sets.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Financial Management Series 0505. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes the responsibility for providing direction and supervision over work at the GS-12 which best characterizes the nature of the basic, mission oriented, nonsupervisory work performed in the organization, and which constitutes 25 percent or more of the workload (not positions or employees) of the organization. In addition to having the skill to supervise or oversee involved technical and administrative work comparable to at least the GS-12 level, that is analytical, interpretative, judgmental, evaluative, or creative. Coordination includes ensuring compatibility and consistency of interpretation, judgement, logic, or application of policy; with knowledge for leadership in developing, implementing, evaluating, and improving processes which enhance FM programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery of budgetary and financial functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. Knowledge of the Financial Improvement and Audit Readiness activities and objectives. Ability to plan, direct, and coordinate difficult and complex programs; and direct the functions and mentor, motivate, and appraise the staff of an organization. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
