This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The Referral Coordination Operations Manager (RCM) is assigned to manage the Referral Coordination Initiative (RCI) and is responsible for program planning, developing, analysis, and monitoring of data in addition to supervising the Referral Coordination Team (RCT) staff for the Salem VA HCS. Duties and Responsibilities: The RCM manages the administrative and clinical aspects of RCI. He/she has responsibility for coordinating interdisciplinary staffing, work assignments, budget, and health care services provided. He/she also supervises employees assigned to the RCT. The duties and responsibilities of the position have significant managerial implications on decisions affecting specialty care referrals, timeliness of care, and community care. The applicant manages and controls the use of data related to the RCI regarding day-to-day functioning and program evaluation. In conjunction with Service Chiefs, plans, organizes and directs administrative, operational, patient and personnel activities for the RCI. The RCI aims to streamline the referral and consult management process by ensuring timely care delivery, helping Veterans make more informed decisions about where they receive their care. The incumbent requires the ability to access, interpret, and apply standards of care for the Salem VA HCS RCI and is a content expert. The incumbent serves as the manager for the RCI and is responsible for the comprehensive development, planning, and implementation of the program's policies and procedures, determining the needs of the program, overseeing and directing the quality and quantity of training, monitoring data-driven outcomes, and establishing program initiatives and direction within limitations of available staff and budget. Incumbent demonstrates a high degree of integrity, professionalism, and interpersonal communication skills, working with specialty services, service chiefs, and patients to advocate for timely and appropriate scheduling of specialty care. The RCM will plan, develop, and deliver education, referral, and wait time information to patients. This position serves as a resource to other members of the RCT and other health care providers within the Health Care System. The incumbent is responsible for timely completion of all program evaluations and documentations required by the Salem VA HCS, VISN 6, and VACO. He/she is responsible for assuring compliance with appropriate accrediting/regulatory bodies such as The Joint Commission (TJC), CARF, SOARS, and OIG. The applicant accepts and supports the guiding principles of the Salem VA HCS performing assigned duties in a manner that promotes quality health care, outstanding customer service, and the maintenance of an environment committed to serving Veterans. The incumbent actively supports the organization, the service, and the team concept. Functioning as a supervisor and team player, the incumbent contributes to team initiatives and continuously strives to improve the effectiveness of the programs and teams to which he/she is assigned and supervises. The applicant is responsible for various fund control points, budget limits, and action items assigned to the program. The incumbent manages and controls the use of data related to these programs regarding day-to-day functioning and program evaluation. In conjunction with the Chief of Clinical Care Coordination, the incumbent plans, organizes, and directs administrative, operational, patient, and personnel activities for the RCI. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Physician Assistant Basic Requirements Master's degree in any discipline or a bachelor's degree in any discipline with one year of experience as a Physician Assistant ~AND~ Successfully passed the PA National Certifying Exam (PANCE) (or are you in the process to taking the exam) ~AND~ Currently hold, or will hold, a full and unrestricted license to practice in a State, Territory, or Commonwealth of the United States or in the District of Columbia. Physician Assistant Grade 3 (a) Experience and Education. PAs at the PA-III grade are at the full performance level and lead and organize patient care independently, practice within multi-disciplinary teams, and coordinate all aspects of patient care across the health care system. They utilize advanced clinical knowledge and judgment in decision-making and evaluating outcomes. They function as experts in clinical practice and/or in areas related to the assigned roles and responsibilities, may serve as mentors for transitioning PAs, and may provide training for health care students. Individuals can demonstrate the KSAs for the full performance level by: i. Three years of successful practice as a PA. OR ii. Successful completion of a PA post-graduate residency program sponsored by VHA Office of Academic Affiliations or other postgraduate residency programs accredited by VA, ARC-PA, U.S. Armed Forces, or another accrediting agency and one year of professional practice as a PA. OR iii. A doctoral degree in a health-related field from an accredited college or university recognized by the U.S. Department of Education and one year of professional practice as a PA. (b) Demonstrated Knowledge, Skills, and Abilities. PAs at this level are not required to meet each individual KSA listed below to qualify, but should be able to demonstrate, develop, or acquire those not met upon appointment for PA-III: i. Ability to clinically evaluate facility patient care delivery systems and validate or identify barriers to safe and effective patient care. ii. Skill to consistently demonstrate an elevated level of expertise and autonomy in diagnosing and treating seriously ill, multi-symptomatic patients through facility Focused Professional Practice Evaluation (FPPE) and Ongoing Professional Practice Evaluation (OPPE). iii. Ability to present clinical findings and recommendations to appropriate management officials. iv. Ability to clinically facilitate the delivery of patient care in collaboration with health professionals, health managers, and other health care personnel. v. Ability to implement and initiate clinical changes to established treatment protocols based upon new medical literature research findings to enhance patient delivery care for improved patient outcomes. vi. Ability to participate clinically in the development of the PA patient care audit processes involving in-depth review and analysis of medical records. Preferred Experience: Preferred Clinical Experience of at least 2 years. Supervisory experience recommended.
