Duties

This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service. The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action. Mill Springs Battlefield is a newer National Park Service site, established in September 2020. This will be the first resource manager for the park. The opportunity to manage resources at a new park will be challenging and rewarding. The person selected will join a small, collaborative team who are all working to set the park up for success. Mill Springs Battlefield National Monument is in Nancy, Kentucky - a small, rural town in south-central Kentucky. Five miles away is the town of Somerset which is growing. Somerset has many amenities (shops, movie theatre, restaurants, hotels, and medical facilities). In the summer, close to 4 million people come to enjoy the area to enjoy the recreational opportunities on Lake Cumberland. There are lots of festivals like the Master Musicians Festival, car shows the fourth Saturday of every month April - October, and even an airshow! Outdoor opportunities include hiking, boating, caving, scenic waterfalls, and natural bridges/arches. The area experiences 4 seasons with mostly mild winters (with some icy days), hot summers, lots of fall colors in autumn and spring flowers in spring. U.S. Interstate 75 is about 30 minutes away and makes travel quick and easy. Five airports are within a 3- hour drive - Lexington, Knoxville, Nashville, Cincinnati, and Louisville. Major duties may include, but are not limited to the following: Develops and manages a robust cultural resource management program that follows all applicable laws, policy and guidance. Develops and maintains effective working relationship with other agencies, tribal partners, the State Historic Preservation Office and other stakeholders. Serves as a member of the park management team and advises the superintendent and park staff on resource management issues. Prepares and coordinates environmental compliance processes and the National Historic Preservation Act.

Qualifications

All qualifications must be met by the closing date of this announcement-09/05/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. INDIVIDUAL OCCUPATIONAL REQUIREMENTS: BASIC REQUIREMENTS History Series 0170 Degree: history; or related field that included at least 18 semester hours in history. OR Combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown above, plus appropriate experience or additional education. Evaluation of Graduate Education Graduate study in the social sciences or humanities may also be credited when such study included training in historical research methodology; or the thesis approached the subject from an historical viewpoint and used professional historical research methodology and techniques in its preparation. Archeology Series 0193 Education Degree that included 3 semester hours each in the following course areas: History of archeology. Archeology of a major geographical area such as North America or Africa. Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development. Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques. Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work. AND Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying; AND Archeological field school. Related Curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in 1.1 above (including archeological field school). OR Combination of Education and Experience College-level education or training that provided knowledge equivalent to that described in 1 above, plus appropriate technical experience or additional education. OR Experience Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. Museum Series 1015 Degree: museum work; or in an applicable subject-matter field. OR Combination of education and experience -- courses equivalent to a major, as shown above, plus appropriate experience or additional education. OR Four years of experience that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study, as shown above. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: evaluating and monitoring cultural resources, potential threats, and making recommendations to management regarding status and mitigation of environmental impacts; preparing archeological survey and excavation reports; collecting and analyzing historical data for professional research papers and studies; and evaluating projects in accordance with the National Historic Preservation Act of 1966 (NHPA) and Section 106 compliance. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree, or three-years of progressively higher-level graduate education leading to such a degree, from an accredited educational institution and concentrated in a field that is directly related to the work of this position. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience, first calculate your percentage of qualifying graduate education by dividing your number of semester hours in excess of 36 semester hours by 18 or the number your school uses to represent one year of full time graduate academic study. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. For example, 45 semester hours of graduate education (50% of education requirement) plus 6 months specialized experience (50 % of experience requirement) would qualify an applicant for this position. Only graduate education beyond the first two years is creditable toward the GS-11. You must include transcripts and you must include hours worked per week in your resume. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
