Duties

This position is located in the Facility Management Division, at the Southern Arizona Office of the National Park Service, to provide service to a network of parks within a NPS region. The number of parks and geographic area complexity may vary dependent upon location. The park units within the network are characterized by a diversified infrastructure consisting of several visitor/resource venues, standard utility systems, and multiple asset types. Buildings vary in structural makeup, and grounds may involve extensive landscaping. Maintenance responsibility includes buildings and utilities, roads and trails, campgrounds, and interpretive media throughout the park. The purpose of the position is to provide technical support for all activities involved in asset management work associated with the Facility Management Software System (FMSS), the Facility Condition Assessment System (FCAS), the Financial Business Management System (FBMS0, and the Cost Estimating Software System (CESS), and to participate in the formulation and execution of long-range strategies for facility management for parks within the network. Major Duties include: Serving as the point of contact for network parks for the FMSS program including, but not limited to asset identification and inventory including initiation of Federal Real Property inventory corrections, condition assessment / PCA, cost estimating / CESS, routine and breakout work order generation, life cycle information, evaluating and creating API and CRV, evaluating and correcting FHWY data, maintenance and training of park long term plans such as the FIP, and PMIS project creation and editing for supported parks. Supporting management in parks within network in complying with core responsibilities of Director's Order #80 Real Property Asset Management, Departmental Asset Management Plan, and Executive Order #13327 Federal Real Property Asset Management. Providing support, guidance, and clear communication on all practical and technical aspects of FMSS and FBMS database software used to track facility management functions within the network. Reviewing and evaluating parks' databases in order to achieve park, network, regional and departmental goals of reporting accurate and pertinent information relative to park maintenance and construction expenditures and needs. Responds to routine and unexpected data and property deadlines, shares pertinent information with all potential stakeholders, works closely with other Regional and WASO POCs to ensure best practices are followed. Evaluates planned and actual cost of routine work orders and updates as required.

Qualifications

All qualifications must be met by the closing date of this announcement-09/05/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Administration of a Park or Regional FMSS data and system access control; Participation in park facility investment planning or Service-Wide Comprehensive Call project submissions; Coordinate and lead park workgroups; Provides expert advice and services to the parks on asset management business practices including the effective use of FMSS data management systems or PMIS data management systems. Coordinates parks submissions for regional requests for information related to facilities management projects. You must include hours per week worked on resume. -OR- EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree in a directly related field (for example, business administration or computer science) involving planning and providing administrative support services. (One year of graduate education is 18 semester hours or 27 quarter hours). You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example: two and a half years of graduate level education (only education in excess of the second-year counts toward combining) and 6 months of specialized experience. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
