Duties

Typical work assignments include: Formulating, developing, and revising Annual and Monthly budget estimates, including the planning and review of funds requirements to support plans and operating programs. Establishing, reviewing, and maintaining internal controls to achieve the objectives of effective and efficient operations, reliable financial reporting, and compliance with applicable laws and regulations. Monitoring and tracking obligations and expenditures throughout the execution phase of the Annual Operating Budget. Researching, analyzing and evaluating topics of interest to be covered by panels. Facilitating the development and execution of interagency agreements. Other duties as assigned.

Individual Occupational Requirement: The applicant must meet the following Individual Occupational Requirement (IOR) for this Financial Analyst GS-1160-11 position: Must have Undergraduate and Graduate Education in a major of study in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. Note: You must submit a copy of your official or unofficial transcripts Applicants must also demonstrate that they meet the requirements below: A. Specialized Experience: GS-11: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Gathering financial material for staff to prepare financial reports to submit to Office of Management and Budget; Analyzing monthly budget estimates to support program operations and/or plans; and Reviewing statistical financial data to prepare accurate reports that comply with Office of Budget and Management, Office of the Inspector General, Division of Audits Heads and Services, General Services Administration, Federal Co-Chair, and/or Congressional offices NOTE: Your resume must explicitly indicate how you meet the experience to support your claim. OR B. You have successfully completed a Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related, from an accredited college or university that provided the knowledge skills, and abilities necessary to perform this work. Note: You must submit a copy of your college transcripts (official or unofficial) to support your claim. NOTE: Only graduate education in excess of the first 18 semester hours may be used in this calculation. (TRANSCRIPTS REQUIRED) OR C. You have a combination of specialized experience (less than one year) and graduate education (beyond 2 years of graduate education), that when combined equals 100% of the qualification requirement. Note: Only graduate education in excess of two years (generally 36 semester hours) may be used in this calculation. You must submit a copy of your college transcripts (official or unofficial) and your resume must explicitly indicate how you meet the experience to support your claim. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply. This position requires specific coursework and/or a degree to meet the basic education requirement.
