The primary purpose of this position is to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high-potential, mid-level manager/executive; it is not a continuing position and assignment duration is limited to 36 months.

Duties

DUTY 1: Performs Career Broadening assignments/duties to include the planning, organization, direction, and evaluation of a public affairs function with broad applicability, ensuring that public affairs activities comply with legal and regulatory requirements and meet customer needs. Serves as the command subject matter expert and program manager in assigned areas of responsibility, which may include news media operations, social media activities, command information, civic outreach, marketing, branding, Air Force band operations, visual information, communication research, planning and assessment, contingency/crisis response, and career field and resource management. Develops program strategy, goals, objectives, priorities, plans, programs, policies, procedures and activities. Researches, interprets, analyzes, applies, or develops appropriate public affairs instructions, directives, and guidance for application at lower levels of organization, including determining or recommending appropriate actions or interpretation of issues. Anticipates mission, regulatory, resource, or other changes that may affect assigned area of responsibility. DUTY 2: In a Career Broadening capacity, performs assignments to include managing broad programs, special projects, and initiatives with responsibility for researching, planning executing, and evaluating complex public affairs operations, programs, policies, and strategies of significant local importance which affect broad functional areas and multiple organizational levels. Responsibilities may include command-level policy making and program management in areas such as public affairs career field force development, force management, force integration, contingency planning and operations, resource management, standardization and evaluation, news media relations, emerging technology/social media, civic outreach, planning and execution of prominent special events, internal information, visual information, or communication planning, research, or analysis. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Plans work to be accomplished, sets and adjusts short-term priorities, identifies need for changes in priorities, and takes action to implement such changes. Provides advice, guidance, and direction on a wide range of public affairs matters. Directly interfaces with major command directors and staff; sister service counterparts and program managers; federal elected and appointed officials and their representatives; national and international news media representatives; civic and special interest organizations; business, professional and academia leaders; prominent civic leaders; and the general public. DUTY 3: Represents the organization with a variety of councils, boards, working groups, and panels inside and outside the agency, including major command, and other governmental, nongovernmental, public, civic, service, industry, business, educational, entertainment, think tank, and media organizations. Establishes, develops, and maintains effective working relationships with senior officials; intergovernmental and nongovernmental leaders; federal elected and appointed officials; news media, think tank, and entertainment industry representatives; business, professional, and academia leaders; civic leaders; and the general public. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Researches and determines or recommends appropriate actions or interpretation of issues that impact the organization. DUTY 4: Carries out special projects and assignments designed specifically to meet the broadening intent of the position. Participates in policy formulation; advises on the potential public reaction to proposed policies, plans, and actions; and plans, organizes, and evaluates communication strategies, goals and objectives, programs, products, and materials. Develops policies, programs, and procedures governing public affairs functions at agency and subordinate levels. Shapes the strategy, direction, synchronization, and integration of communication efforts and establishes authoritative policy, precedent, procedures, and guidelines, providing trusted public affairs counsel to senior leaders. Provides policy, guidance, direction, and assistance to subordinate levels of the organization.

  • Geographic mobility is a condition of employment, employee must sign an Air Force-wide mobility agreement.

  • PCS cost will be paid IAW Career Broadening Policy under this agreement.
  • Career Broadening positions are managed by AFPC/DPCZ and are centrally funded.
  • Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
  • Career Broadening also provides training and developmental opportunities at various organizational levels.
  • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment.
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition.
  • Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel Regulations may be required in performance of TDY.
  • May be required to be on call and/or to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • May be required to escort news media representatives to a forward operating location in the event of a deployment or other operations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of communication concepts, principles, policies, practices, methods, applications, techniques, standards, and trends applicable to researching, planning, developing, coordinating, leading, and evaluating broad public affairs and visual information programs and stratifying requirements, strategies, and assets to perform the mission. Knowledge of missions, roles, functions, organizational structures, relationships, and operational planning objectives of Air Force and DoD organizations. Skill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations. Skill in communicating effectively with tact and diplomacy, orally and in writing, to advocate agency positions; to respond to criticism of the agency's function or performance; to logically and effectively explain programs, functions, and activities and gain understanding of the organization's efforts by concerned publics; to negotiate complex issues, programs, and functions with people having varying levels of understanding; and to maintain good working relations. Planning skills and ability to independently manage short and long-term projects and to cultivate and sustain positive working relationships to project completion. Ability to evaluate and assess program effectiveness at all echelons of command and prepare reports on accomplishment of program objectives.
