This position is located in the Integrated Services and Solutions Branch (ISSB), Office of Workplace Solutions (OWS), Office of Science Management and Operations (OSMO), Office of the Director (OD), National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), Department of Health and Human Services (HHS).
Duties
If selected for this position, your duties may include, but are not limited to the following:
Collaborate with OWS management in the development and implementation of the overall administration, monitoring, and evaluation framework for Institute-sponsored complex workplace solutions programs.
Utilize expert qualitative and quantitative analytical skills in analyzing, evaluating, and improving the efficiency of operations.
Establish evaluation criteria and designs advanced evaluation tools and methods to measure effectiveness, to include satisfaction surveys, best practices, and other organizational effectiveness metrics and measurement methods.
Participate with ISSB and OWS management in planning, developing, and implementing both long- and short-term program and management goals for various programmatic activities within the Office.
Implement and maintain an internal control system of all ISSB, OWS, NIAID, NIH, or HHS policies, directives, and guidance, ensuring accessible and current information.
Continuously strive to improve process, operation, and management of the various temporary staffing and labor acquisition contract services utilized by OWS.
Serve as a recognized expert in the strategy, oversight, and implementation of state-of-the-art conference and event services.
Develop and maintain OWS websites, including content development and technical writing, ensuring ease of use by internal and external customers.
Requirements

Qualifications
To qualify for the Program Analyst position at the GS-13 level, you meet the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: employing advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency and productivity of workforce solutions programs; managing contracts for the delivery of workforce solutions programs and services; developing recommendations for methods or procedures to improve the effectiveness, efficiency, and quality of workforce solutions programs; developing information, reports, and content for communications on workforce solutions programs and issues; and managing resources for workforce solutions programs.
