The primary purpose of this position is to provide short term and long range planning, management analysis and assistance for Transformation and Performance Management Programs in addition to a variety of Resources Management projects.
Duties
Serves as the Directorate's organizational advisor on varied programs and complex initiatives within AFSC wide unit.
Plans, organizes, and carries out the activities of the Directorate's Directors, ensuring that programs and data provided comply with legal and regulatory requirements and meets customer needs.
Administers a variety of staff studies relating to the management of organizational unit.
Plans, coordinates and conducts staff meetings as directed. Obtains necessary background information, materials, and data to to insure complete coverage of issues.
Works to achieve and support quality improvement in all products and services.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in monitoring staff initiatives and ensuring conformity with management objectives and policy; Recommending policy changes or new policy publications as appropriate; Providing guidance and assistance to staff members to promote mission accomplishment; Recommending methods to optimize the use and distribution of resources to achieve performance goals and objectives, while maximizing efficiency and effectiveness. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge and skill in adapting analytical techniques and evaluation criteria to perform studies, conduct research, recognize and analyze problems, summarize results and make appropriate recommendations for program and/or process improvement.
2. Expert knowledge of the organization, programs, missions and functions, organizational structure, and the relationships of program goals and objectives, work processes, and administrative operations to accomplish various assignments involving overall planning and execution of programs and operations.
3. Comprehensive knowledge of applicable laws, regulations, and policies.
4. Skill in gathering, assembling, and compiling data; evaluating information; analyzing problems; drawing conclusions; and devising solutions with recommendations.
5. Skill and ability to integrate and coordinate multiple and related missions, functions, subjects, issues, and situations across echelons to present and recommend solutions in a logical, cohesive format.
6. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain working relationships with senior leaders.
7. Knowledge of organizational processes, procedures and policies that impact organizational operational readiness. Excellent understanding of unit's operations and activities.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
