This position is located in the National Marine Fisheries Service (NMFS), Greater Atlantic Regional Fisheries Office (GARFO), Technology and Data Management Division (TDMD), with one vacancy in either Gloucester, MA or Narragansett, RI.
Duties
As a Supervisory IT Project Manager, you will perform the following duties:
Serves as a Supervisory IT Project Manager, leading information technology projects and staff (e.g., web- based application development, hardware and software upgrades) through the project management lifecycle.
Demonstrates advanced knowledge and application of information technology theories, principles, and methods, applying innovative approaches to complex integration/interoperability problems.
Leads and communicates complicated technical information verbally and in writing to technical peers, management, and external stakeholders in order provide status updates of activities, issues, and actions.
Serves as Supervisor within the Information Technology Management Division.
Qualifications

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
EDUCATION: There is no positive education requirement for this position.
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZP-4 (GS-13/14) grade level:
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 (GS-12) in the Federal service. Specialized experience MUST include all of the following:
Assisting in providing technical oversight over a portfolio of projects and teams developing advanced systems, software or hardware infrastructure;
Participating in regional data governance standards and initiatives to achieve systems and governance infrastructure in service to consistently high-quality and accountable data; and
Assisting with the supervision and oversight of an IT staff including technical training and guidance.
