WHAT IS THE FACILITIES MANAGEMENT AND SECURITY SERVICES (FMSS) DIVISION?

The following are the duties of this position at the full working level.
Monitors delivery of safety related work requests and execution of standard operating procedures, guidance documents and other related materials to ensure consistency in safety program operations through out all Territory facilities and in conformance with REFM program directives.
Analyzes cases of personal injury and occupational disease to determine cause. Compiles and analyzes accident and injury/illness data and prepares recommendations for corrective action, supported by charts, tables, reports for presentation to REFM and Business Unit Leaders and management officials. Identifies injury/illness and mishap trends, risk patterns and safety program deficiencies, and proposes remedial measures with associated costs.
Recommends to management the application of specific techniques, methods, and procedures to eliminate or control unsafe acts or conditions identified in surveys, job risk assessments, or through analysis of territory accident and injury data.
Tracks and maintains the safety inspection process. Assures sufficient safety inspector cadre. Assures identified safety problems have been assigned abatement responsibility and tracks remediation results to completion in order to reduce or eliminate safety and health hazards within the designated facilities. Analyzes hazard identification to look for trends and develops prevention tactics and remediation based on such analysis.
Promotes general safety educational campaigns using posters, pamphlets, and literature through supervisors and motivates employees, contractors, and visitors to practice mishap prevention procedures for all forms of work and visitation activities
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
GENERAL EXPERIENCE: GS-05 LEVEL: You must have at least three (3) years of general experience, one (1) year of which was equivalent to at least the GS-04 grade level in the Federal service. General experience for this position includes:
Experience in scientific or technical work that provided an understanding of the basic principles and concepts of the safety and occupational health field. Creditable general experience must have demonstrated the achievement of knowledge equivalent to the education described above.
OR
CERTIFICATION: Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination.
SPECIALIZED EXPERIENCE: GS-07 LEVEL: To be eligible for this position at this grade level you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:
Managing safety or occupational health program elements.
Developing and recommending safety and occupational health policy to higher levels of management.
Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

GS-05 level: Must have undergraduate education in a 4-year course of study leading to a bachelor's degree in a major field of study which includes safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
GS-07 level: Must have at least one (1) year of graduate level education at an accredited college or university in a field of study which includes safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
OR
Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. Note: Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9. If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an Honor Society.
GS-09 level: Must have a master's or equivalent graduate degree in a field of study in a field of study which includes safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
OR
Must have at least two (2) full years of progressively higher level graduate education leading to a master's or equivalent graduate degree in a field of study which includes safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

LL.B. or J.D., if related.
GS-11 level: Must have a Ph.D. or equivalent doctoral degree in a field of study which includes safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
