THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a LOGISTICS MANAGEMENT SPECIALIST (TITLE 32), Position Description Number NGD2197000 and is part of the TN ARMY National Guard.
This vacancy is covered by Association of Civilian Technicians (ACT), Chapter 103 (Volunteer Chapter).
Duties
As a LOGISTICS MANAGEMENT SPECIALIST, GS-0346-11, you will serve as the ARNG Food Program Manager responsible and accountable for oversight of the entire state ARNG Food Service program which includes the administration of the Food Service Budget, Awards Program, new equipment Fielding's, training, Army Food Management Information System (AFMIS) and inspections. Maintains oversight of daily, weekly, monthly, and long term system requirements, ARNG Readiness Center equipment modifications, and requirements to meet current workload demands. Monitors the AFMIS to ensure reporting requirements from local, DA, NGB, and vendors are timely and contain accurate and formatted data. Assists and coordinates with functional specialists in the identification of operational requirements and the conversion of these requirements into automated systems documentation. Provides troubleshooting support by analyzing, studying, reviewing, testing, and interpreting information provided by user to determine whether hardware of software problems exists. Provides technical liaison service to each ARNG unit, prime vendor, and other vendor companies. Serves as the Contracting Officer Representative and submits technical specifications of contract requirements for commercial vendors when providing meal support. Conducts, coordinates, and evaluates inspections and assistance visits to ensure compliance with policies and regulations and to identify systemic problems. In accordance with provisions of the Army Regulations internal control systems, initiates, accomplishes and maintains vulnerability assessments, internal control reviews, and, as applicable, proponent checklists. Monitors State ARNG federally funded Readiness Centers and ARNG Dining Facilities to ensure they remain within authorized standards and that required reviews are conducted. Performs other duties as assigned.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
- Males born after 31 December 1959 must be registered for Selective Service.

- May be required to successfully complete a probationary period.

- For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
- May occasionally be required to work other than normal duty hours; overtime may be required.
- Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.
- Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
Qualifications
Military Grades: E-7
GENERAL EXPERIENCE: Experience, education or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least 1 year in the next lower grade or 36 months experience, education, or training identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems anddeveloping corrective actions. Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices.
