About the Position: Lock and Dam site functions for which employee is responsible are assigned in terms of normal functional responsibilities or special projects and priorities. The supervisor advises on operating program goals and objectives, policies, rules and regulations, with employee being responsible for implementation of site operations through subordinate staff in accordance with established rules, regulations, and policy.

Duties

Plans the use of subordinate workers, equipment, facilities and materials on a week-to-week, project-by-project, month-by-month; and, through involvement with supervisor, longer term basis, as appropriate. Assigns work to individual employees involved in lock and dam operating and site maintenance activities, relying upon working supervisor and/or site mechanic/repairer to provide taskings relative to daily work activities. Supports, implements, and explains management programs such as incentive awards, cost reduction, affirmative action, time and leave, overtime, personnel and others to all subordinate site staff. Sets performance standards for working supervisor and for site mechanic/repairer, subject to approval of supervisor, recommends modifications thereto during the appraisal cycle. Exercises full regulatory authority in controlling river traffic through the facility. Is responsible for the safety of property, personnel, and public at the installation/site. Represents the District Engineer in personal contacts and public relationships with representatives of shipping and towing firms and owners, operators, and crews of commercial and private vessels.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position meets the criteria for random drug testing under the Department of the Army Drug-Free Federal Workplace Program as supplemented by USACE Pamphlet 600-1-3.
  • This is a Mission Essential position and is not subject to administrative dismissal in emergencies based on inclement weather conditions, or other emergency situations, as appropriate.
  • Incumbent may also be required to have a valid state drivers license based on job-related, site- specific requirements.
  • Incumbent may be required to have an American Red Cross Standard First Aid card, CPR, and/or AED in good standing and/or wear a prescribed uniform based on site specific requirements.
  • Employees are required to observe established safe working procedures.
  • Appropriate protective clothing and/or equipment is provided to minimize or eliminate hazardous conditions, and its use is mandatory.
  • Employee may be required to acquire and maintain appropriate Corps of Engineers equipment operating licenses based on site specific requirements.

I have the ability to perform the full range of duties related to leading a team of full-time journeyman mechanics and/or lower-graded operating personnel assigned to perform maintenance. I am skilled in scheduling the day-to-day maintenance and repair work, providing technical direction to personnel performing intermediate-level lock and dam repair functions, and performing the most complex troubleshooting diagnostic maintenance inspections and repair work. I work on my own initiative under general supervision subject to occasional inspection. - Failure to meet this Screen Out Element will result in an ineligible rating.
