Duties

Serves as an advisor to the District Leadership Team to establish goals and objectives for the District and set procedures to realize them by establishing and developing administrative priorities. Writes policies and procedures and is responsible for establishing and realizing overall goals and objectives for Support Services for the offices served. Advises and assists the District Manager and Associate District Manager in developing organizational, financial, and workload analysis and studies. Oversees BLM property; ensures that property is inventoried, maintained, stored properly, surplus as necessary, and accounted for as prescribed by regulations. Responsible for the technical and administrative supervision of professional, technical, clerical, and administrative positions to carry out the mission of the organization. Plans work of subordinates; makes assignments; develops performance standards and evaluates performance. Interviews candidates for positions; recommends appointment, promotion or assignment for positions; hears or resolves complaints from employees; and effects minor disciplinary measures. Provides oversight of activities with the Contracting Officer and those who have procurement authority to assure the technical accuracy of the procurement program. Provides overall coordination and guidance implementing the District budget. Works closely with Budget Analyst to ensure that the use of funds is in accordance with allocations, policies, procedures, laws and required formats. Provides support, coordination and administration of human resources programs for the District. Advises on all aspects of personnel and employment process and procedures. Oversees orientation/in-processing of new employees. Coordinates training (developmental and mandatory) and award programs.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following duties or work assignments: Advising senior leadership on complex administrative and technical programs, processes, and procedures, including providing solutions to complex administrative problems AND Overseeing one of more of the following administrative programs: procurement, budget, human resources, fleet management, records management, property/equipment/facilities, training, and safety/hazmat. -OR- Education: You have completed three full years of graduate level education (54 semester hours) leading to such a degree and is related to the position. Transcripts must be provided.- OR- You have completed a Ph.D. or equivalent doctoral degree that is related to the position. Transcripts must be provided.- OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education (totaling 100%). Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Transcripts must be provided. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
