The primary purpose of this position is: To serve as the National Guard Bureau's (NGB) Air Operations focal point on Compliance and as Contracting Officers Representative for Air National Guard (ANG) Air Operations contracts. Provides standardized programmatic guidance and policy on Air National Guard Compliance and contract management.
Duties
Serves as Compliance Specialist for the Air National Guard Air Operations Directorate.
Contracting Officer Representative for Air Operations contracts.
Represents Division with a variety of installation and functional area organizations.
Actively participates in strategic planning to improve organization direction and focus using strategic planning tools and techniques.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343).
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent in other pay systems (may have been obtained in the military, public or private sectors). My specialized experience includes knowledge of Air Force, NGB, and ANG program goals and objectives; understanding of Air Force and ANG Inspection Management process; methods of evaluating and identifying deficiency trends and impact to combat and non-combat operations; and the relationship of the various command entities involved in overall Inspectors General Management Program; Comprehensive knowledge of ANG, policies, regulations, and precedents applicable to the solicitation, award, and execution of contracts. Knowledge and skill in managing complex contracts to include performance monitoring and invoicing; Ability to plan, organize, and direct the functions of a small staff, to negotiate to accept and implement recommendations where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and understanding of compliance management fundamentals, ability to develop the NGB position for program management; ability to efficiently meet operational needs; provide strategic leadership to ensure the vision and direction to meet emerging warfighter needs.
Knowledge of compliance, practices, and procedures.
Knowledge of contractor officer representative roles, U.S. fiscal law, and general familiarity with Federal Acquisition Regulations.
Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.
Ability to prepare briefings and correspondence suitable for general officer consumption.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
