This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base and Major Range and Test Facilities Base to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as an Alcohol and Drug Abuse Control Officer at Pine Bluff Arsenal, Arkansas.

Duties

Advise or counsel subordinates on work and administrative matters. Communicate policy, directives, regulations, and authoritative guidelines regarding program implementation to subordinates. Evaluate agency-wide training requirements developed to meet regulatory criteria. Analyze training and development policies, programs, or resources to develop strategies that meet annual requirements efficiently. Meet with participants in community organizations to hear their perspective on program effectiveness or deficiencies. Evaluate prevention programs to ensure regulatory compliance. Provide guidance and direction to program managers. Prepare program reports to meet regulatory requirements.

• This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Additional information about transcripts is in this document. Basic Requirement for Alcohol and Drug Abuse Control Officer: A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Counseling, Psychology, or Social Work. OR B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) administering substance abuse prevention programs; 2) providing training regarding substance abuse programs; 3) preparing reports and assisting with briefing senior leadership on matters pertaining to employee programs; and 4) planning for and developing budgets according to guidelines. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
